Lulama Mvimbi
Lulama Lennox Mvimbi is a South African politician, party member of the African National Congress and a Member of the Western Cape Provincial Parliament since 22 May 2019. He was the Mayor of the Bitou Local Municipality for two nonconsecutive terms, from 1995 to 1998 and again from 2006 to 2011, respectively. He also served as the Mayor of the Eden District Municipality from 2003 to 2006. Mvimbi is the first African National Congress politician to hold the post of Chairperson of the Standing Committee on Public Accounts in the Western Cape Provincial Parliament. Career At the age of 22 in 1995, Mvimbi was elected Mayor of the Bitou Local Municipality. He served as mayor until 1998. Following his first stint as Mayor, he went on to study at the University of Cape Town. Shortly after in 2000, he returned to the municipality and was elected a ward councillor for Kwanokuthula. Western Cape Provincial Parliament
The Western Cape Provincial Parliament (WCPP) is the legislature of the Western Cape province of South Africa. It is located at 7 Wale Street in Cape Town. The Provincial Parliament, along with the other provincial legislatures of South Africa, exists by virtue of Chapter 6 of the Constitution of South Africa and Chapter 3 of the Constitution of the Western Cape. It is unicameral, and consists of 42 members elected by a system of party-list proportional representation. The Western Cape is unique amongst the provinces of South Africa in calling its legislature the "Provincial Parliament" and the members Members of Provincial Parliament (MPPs). 2006 South African Municipal Elections
Municipal elections were held in South Africa on 1 March 2006, to elect members to the local governing councils in the municipalities of South Africa. The municipalities form the local government of South Africa and are subdivisions of the provinces, thus making them responsible for local service delivery, such as electricity, water and fire services. All major political parties, excepting the SACP who are members of the Tripartite alliance, fielded candidates in the election. The expected winner, the African National Congress (ANC) won the majority of seats nationwide, with 66.3% of the vote. These elections were seen as a test of the ANC, after some discontent with the speed of the delivery of new services at the municipal level in South Africa. Xhosa People
