Local Federation
Municipalities and county councils in Sweden may form local federations () and transfer to such federations the management of local government concerns. When a local federation attends to a matter for which provisions exist in a special enactment, the provisions of that enactment concerning municipalities or county councils shall apply to the local federation. A local federation shall have as a decision-making body a federation assembly or a federation directorate. Members and alternates of the decision-making assembly are elected, as indicated in the federation statutes, by the assemblies of the federation members. The municipalities of Sweden ( sv, Sveriges kommuner) are its lower-level local government entities. There are 290 municipalities which are responsible for a large proportion of local services, including schools, emergency services and physical planning. County Councils Of Sweden
A regional council ( sv, region) is a self-governing local authority. There are 21 regional councils (one of which is a municipality having the same responsibilities as a county council), each corresponding to a county. Regional councils are governed by a regional assembly (''regionfullmäktige'') that is elected by the regional electorate every four years in conjunction with the general elections. The most important responsibilities of regional councils are the public health care system and public transportation. It is one of the principal administrative subdivisions of Sweden. Within the same geographical borders as the regional councils, there are county administrative boards, an administrative entity appointed by the government. In present-day Spain a ''mancomunidad'' ( an, mancomunidat, ast, mancomunidá, ca, mancomunitat, gl, mancomunidade, eu, mankomunitatea; in English "commonwealth" or municipal association) is an association of municipalities voluntarily established by some municipalities with the aim of carrying out joint projects or providing common services. A ''mancomunidad'' is a legal personality, and can exist either for a particular period to achieve a concrete goal or can exist indefinitely. A Spanish ''mancomunidad'' is one of the ''local entities'' defined for the purpose of local government, to which those municipalities may voluntarily delegate some of their functions and powers. A joint powers authority (JPA) is an entity permitted under the laws of some U.S. states, whereby two or more public authorities (e.g. local governments, or utility or transport districts), not necessarily located in the same state, may jointly exercise any power common to all of them.
