The Downing Street mortar attack was carried out by the Provisional Irish Republican Army (IRA) on 7 February 1991. The IRA launched three homemade Mortar (weapon), mortar shell (projectile), shells at 10 Downing Street, London, the headquarters of the Government of the United Kingdom, British government, in an attempt to assassinate Prime Minister of the United Kingdom, Prime Minister John Major and his War cabinet#Persian Gulf War, war cabinet, who were meeting to discuss the Gulf War. A barrel bomb is an improvised unguided bomb, sometimes described as a flying IED (improvised explosive device). They are typically made from a large barrel-shaped metal container that has been filled with high explosives, possibly shrapnel, oil or chemicals as well, and then dropped from a helicopter or aeroplane. Due to the large amount of explosives (up to ), their poor accuracy, and indiscriminate use in populated civilian areas (including refugee camps), the resulting detonations have been devastating. Forward Operating Base Loyalty is a former forward operating base used by the U.S. Army during Operation Iraqi Freedom and Operation New Dawn located in the New Baghdad District (Arabic: بغداد الجديدة) of Baghdad, Iraq.
