Lloyd Barber
Lloyd Ingram Barber, (8 March 1932 – 16 September 2011) was the second President and former vice-chancellor of the University of Regina. Early life Born in Regina, Saskatchewan, Barber earned a Bachelor of Arts degree at the University of Saskatchewan followed by an MBA from the University of California, Berkeley. He subsequently received his doctorate in business administration (Ph.D) from the University of Washington. He then joined the University of Saskatchewan where he taught commerce between 1955 and 1976, serving terms as dean of commerce and as vice-president. Political career From 1964 to 1965 he was a member of the Saskatchewan Royal Commission on Government Administration. Barber was appointed as a member of the Northwest Territorial Council on 9 November 1967. He was also Indian Claims Commissioner for Canada. The Indian Claims Commission was a judicial relations arbiter between the United States federal government and Native American tribes. It was established under the Indian Claims Act of 1946 by the United States Congress to hear any longstanding claims of Indian tribes against the United States. It took until the late 1970s to complete most of them, with the last case finished in the early 21st century. The commission was conceived as way to thank Native Americans for their unprecedented service in World War II and as a way to relieve the anxiety and resentment caused by the United States' history of colonization of indigenous peoples. Together with the law, the Commission created a process for tribes to address their grievances against the United States, and offered monetary compensation for territory lost as a result of broken federal treaties.
