On January 7, 1952, Philadelphia's current city charter took effect. The city council created under that charter consists of seventeen members. Ten are elected from equal-sized districts, and seven are elected at-large in a citywide vote. For the seven at-large seats, each political party may only nominate five candidates and voters may only vote for five. The result of this limited voting Limited voting (also known as partial block voting) is a voting system in which electors have fewer votes than there are positions available. Gaetano Giordano
Gaetano Paul "Tommy" Giordano Sr. (December 29, 1918 – August 26, 1996) was a Philadelphia businessman who served three terms on the Philadelphia City Council as a Democrat. Giordano was born in Philadelphia in 1918, the oldest son of Italian immigrants Paul and Frances Giordano. He was educated at St. Paul's Roman Catholic School in South Philadelphia but left school after the ninth grade to join the family business, a produce and seafood stand in Philadelphia's Italian Market. He enlisted in the Army in February 1941 and served as a parachute instructor at Fort Benning in Georgia during World War II. He was badly injured in a training accident there, breaking both of his legs, and was discharged in 1944. After returning to the family business, Giordano became known as a community leader and became involved in local Democratic politics. Philadelphia Municipal Election, 1955
The 1951 Philadelphia municipal election, held on Tuesday, November 8, involved contests for mayor, district attorney, all seventeen city council seats, among other offices. Citywide, the Democrats took majorities of over 130,000 votes, continuing their success from the elections four years earlier. Richardson Dilworth, who had been elected district attorney in 1951, was elected mayor. Victor H. Blanc, a city councilman, was elected district attorney. The Democrats also kept fourteen of seventeen city council seats, losing one district seat while gaining another, and kept control of the other citywide offices. Philadelphia's City Council special election of 1954 was held to fill the seat vacated by Republican John W. Lord, Jr. when he resigned to join the federal bench. Election Under Philadelphia's city charter, adopted three years earlier, seven city council at-large seats were created, of which two were guaranteed to the minority party. After the 1951 elections, those seats were occupied by Republicans Louis Schwartz and John W. Lord, Jr. In May 1954, Lord was appointed a federal district court judge by President Dwight D. Louis Schwartz (April 15, 1888 – July 18, 1966) was a Republican politician from Philadelphia who served in the Pennsylvania state legislature and the Philadelphia City Council. Schwartz was born in 1888 in Galați, Romania. He emigrated with his parents and siblings to the United States in 1900, settling in Philadelphia. His father was a shoemaker, and Schwartz followed him into that business before taking classes to earn his real estate license. Paul D'Ortona (December 29, 1903 – October 17, 1992) was a Democratic politician from Philadelphia who served as President of Philadelphia's City Council. Early life and career D'Ortona was born in Guastameroli, Abruzzo, Italy, in 1903, the son of Giovanni and Maria D'Ortona. The family emigrated to the United States in 1913 and settled in South Philadelphia, where D'Ortona's father worked as a blacksmith.
