The Speaker is the presiding officer of the National Assembly (Guyana), National Assembly in Guyana. The post was created in 1966 when the National Assembly came into being, although previous legislatures including the Legislative Council (British Guiana), Legislative Council, House of Assembly (British Guiana), House of Assembly, and the Legislative Assembly (British Guiana), Legislative Assembly also had Speakers. The position of Speaker was introduced in 1953 following constitutional reforms that created the House of Assembly. The Speaker was initially appointed by the Governor, but following the 1961 constitutional reforms, was elected by members of the legislature. The first elected Speaker, Rahman Baccus Gajraj, was not a member of the Legislative Assembly. The second, Aubrey Percival Alleyne, was a member of the House of Assembly, and after election as Speaker, resigned from his role as an elected member and was replaced by the next person on the party's list. National Assembly (Guyana)
The National Assembly is one of the two components of the Parliament of Guyana. Under Article 51 of the Constitution of Guyana, the Parliament of Guyana consists of the President and the National Assembly. The National Assembly has 65 members elected using the system of proportional representation. Twenty five are elected from the ten geographical constituencies and forty are awarded at the national level on the basis of block votes secured, using the LR-Hare Formula as prescribed by the elections Laws (Amendment) Act 15 of 2000 (Sections 11 and 12). The National Assembly is presided over by the Speaker who may be elected from the members of the National Assembly or from outside the membership. Raphael Trotman (born 1966) is a Guyana, Guyanese lawyer and politician. He was the List of Speakers of the National Assembly of Guyana, Speaker of the National Assembly of Guyana from 2011 to 2015. He was the country's Minister for Natural Resources from 2015 to 2020. Derek Chunilall Jagan (25 May 1930 – 15 October 2000) was a Guyanese politician and lawyer. Sase Narain (27 January 1925 – 25 August 2020) was a Guyanese politician and lawyer. He served as List of Speakers of the National Assembly of Guyana, Speaker of the National Assembly of Guyana from 1971 to 1992, becoming the longest serving Speaker in Guyana.
