The Senate of the Philippines is the upper house of Congress. The Senate is composed of 24 senators, each elected to a six-year term, renewable once, under plurality-at-large voting: on each election, the voters vote for up to twelve candidates, with the twelve candidates the highest number of votes being elected in. Prior to 1916, the Philippine Assembly, from 1935 to 1941 the National Assembly and from 1978 to 1986 the Batasang Pambansa (National Legislature) was the sole house of the legislature. In periods where the legislature was bicameral, the upper house has always been called as the "Senate". From 1972 to 1978 and from 1986 to 1987, the president possessed legislative powers. The Senate of the Philippines (Filipino: ''Senado ng Pilipinas'', also ''Mataas na Kapulungan ng Pilipinas'' or "upper chamber") is the upper house of Congress of the bicameral legislature of the Philippines with the House of Representatives as the lower house. The Senate is composed of 24 senators who are elected at-large (the country forms one district in its elections) under plurality-at-large voting. Senators serve six-year terms with a maximum of two consecutive terms, with half of the senators elected in staggered elections every three years. When the Senate was restored by the 1987 Constitution, the 24 senators who were elected in 1987 served until 1992. Esteban Abada (Saravia, March 15, 1896 – New York, December 17, 1954) was a Filipino politician and top official. Early life and education Esteban Abada was born on March 15, 1896 in Seravia, present-day Enrique B. Magalona in the Philippine province of Negros Occidental. His parents were Jeronimo Abada and Petra Jereza. After elementary school in Kabankalan, he completed the Philippine Normal School in 1915. Teaching career After graduation, he was employed as an elementary school teacher for almost a year before being appointed principal in 1916. Philippines's 12th senatorial district, officially the Twelfth Senatorial District of the Philippine Islands ( es, Duodécimo Distrito Senatorial de las Islas Filipinas), was one of the twelve senatorial districts of the Philippines in existence between 1916 and 1935. Unlike the first eleven districts which elected two members each to the Senate of the Philippines, the upper chamber of the bicameral Philippine Legislature under the Insular Government of the Philippine Islands, the two senators from this district were appointed by the Governor-General of the Philippines to serve indefinite terms in the 4th to 10th legislatures. Philippines's 6th senatorial district, officially the Sixth Senatorial District of the Philippine Islands ( es, Sexto Distrito Senatorial de las Islas Filipinas), was one of the twelve senatorial districts of the Philippines in existence between 1916 and 1935. It elected two members to the Senate of the Philippines, the upper chamber of the bicameral Philippine Legislature under the Insular Government of the Philippine Islands for each of the 4th to 10th legislatures. The district was created under the 1916 Jones Law from the southern Luzon provinces of Albay, Ambos Camarines and Sorsogon. 1949 Philippine Senate Election
Elections for the members of the Senate were held on November 8, 1949 in the Philippines. While President Elpidio Quirino won a full term as President of the Philippines after the death of President Manuel Roxas in 1948, and his running mate, Senator Fernando Lopez won as Vice President, their Liberal Party won all of the contested seats in the Senate. Despite factions created in the administration party, Quirino won a satisfactory vote from the public. It was the only time in Philippine history where the duly elected president, vice president and senators all came from the same party, the Liberal Party. Carlos P. Romulo and Marvin M.
