The Education Bureau (EDB) is responsible for formulating and implementing education policies in Hong Kong. The bureau is headed by the Secretary for Education and oversees agencies including University Grants Committee and Student Finance Office. History The Education Department ( and before 1983) was responsible for education matters in the territory, with the exception of post-secondary and tertiary education. In 2003, the department was abolished and a new bureau, the Education and Manpower Bureau ( abbreviated EMB) was formed. In July 2007, under newly re-elected Chief Executive Donald Tsang, the manpower portfolio was split away to the new Labour and Welfare Bureau, leaving this body as the Education Bureau. Yuen Long Public Secondary School
Yuen Long Public Secondary School is a school located in Yuen Long. In 1936, community members of Yuen Long felt that all primary school pupils in the district could not continue with secondary schooling. Seeing this, local community leaders initiated the establishment of a secondary school for the local students which led to fund-raising campaigns over a ten-year period. In 1946, the school was the first secondary school established by the Government in the New Territories. The school moved into the campus at Au Tau in 1949 and moved again in 1989 to the present modern campus in Town Park Road South, Yuen Long. The School Improvement Programme, scheduled for expansion with a total floor area of 1030 square metres, was completed in September 2003. The new annex was officially opened on 30 October 2003. Tin Shui Wai Government Secondary School or TSWGSS was established in 1990. It is located in Tin Yiu Estate in Tin Shui Wai, a part of Hong Kong. Having adopted the policy of inclusive education, it is a co-educational grammar school. TSWGSS is a nominated secondary school of Tin Shui Wai Government Primary School. Helen Liang Memorial Secondary School (Shatin) (HLMSS, ) is a secondary school in Sha Tin, Hong Kong. The primary school division was founded in 1961, while the secondary school division was founded in 1977 and relocated to the current site of Sha Tin in 1988. History YC Liang CBE (梁昌) was a businessman in British Hong Kong and Portuguese Macau. During World War II, he was an anti-Japanese intelligence agent in the British Army Aid Group (BAAG). After the war, he founded Yin Cheong Co., Ltd. with his wife, Helen Liang (whose Chinese name contains the word Yin), and they had 5 sons and 2 daughters. Helen Liang died in 1960. Thus in 1961, YC Liang donated money to the Hong Kong Government to found Helen Liang Memorial Primary School to commemorate his deceased wife.
