Link Campus University ( it, Università degli studi Link Campus University), formerly Link Campus—University of Malta, is a proprietary, for-profit university located in Rome, Italy, and owned by the for-profit Italian franchise chain CEPU. The university is associated with Italian intelligence agencies. History and accreditation The university was founded in 1999 by former Italian politician Vincenzo Scotti. It opened in Italy as a branch of a Maltese university. It was the first foreign university authorized to operate in Italy. On 4 July 2007, the Minister of Education issued the decree following the Lisbon Convention of 1997 and the laws and acts of the Italian Government which recognize and approve of the degree requirements of the Link Campus. Vincenzo Scotti (born 16 September 1933) is an Italian politician and member of Christian Democracy (Italy), Christian Democracy (DC). He was Italian Minister of the Interior, Minister of the Interior and Italian Minister of Foreign Affairs, Minister of Foreign Affairs. Biography Born in Naples, he graduated in economics at the Università di Roma La Sapienza in 1955. In his early career he was responsible for the Centre for Research of the Workers union Italian Confederation of Workers' Trade Unions, CISL. For-profit University
Proprietary colleges are for-profit colleges and universities. They are operated by their owners or investors, rather than a not-for-profit institution, religious organization, or government. Because they are not funded by tax money, their long-term sustainability is dependent on the value they provide relative to the perceived value of a degree from a higher educational institution overall. The increased reliance on federal student aid funds by these "for-profit" schools is of growing concern. Since federal student loans are typically guaranteed by the government, for-profit colleges can reap a profit from taxpayers even if students drop out after enrolling, do not complete a degree, or the degree turns out to be nearly worthless for future employment. The Lisbon Recognition Convention, officially the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, is an international convention of the Council of Europe elaborated together with the UNESCO. This is the main legal agreement on credential evaluation in Europe. As of 2012, the convention has been ratified by all 47 member states of the Council of Europe in Strasbourg except for Greece and Monaco. Joseph Mifsud
Joseph Mifsud (born 1960) is a Maltese academic. In 2016, he became involved with George Papadopoulos, an advisor to the Donald Trump presidential campaign, and was later accused of being a link between that campaign and Russia. In 2018, he was described as missing, and an Italian court listed his location as "residence unknown". According to media reports, he was in Rome as of April 2019. Education Mifsud holds a bachelor's degree in education from the University of Malta (1982) and a master's degree in education from the University of Padua (1989).
