League Of Peja
The League of Peja ( sq, Lidhja e Pejës), also known as League of İpek or Besa-Besë (Pledge for a Pledge) between Albanians, was an Albanian political organization established in 1899 in the city of İpek (now Peja), Kosovo Vilayet, Ottoman Empire. It was led by Haxhi Zeka, a former member of the League of Prizren, and shared the same aim of achieving an autonomous Albanian vilayet within the Ottoman Empire. This organization was encouraged and supported by Austria-Hungary and directed against Ottoman reforms and against Serbs from Kosovo Vilayet. Albanian patriotic circles had been seeing a need of creating a new organisation, similar to the first League of Prizren, and to include all the Albanian lands and place it in front of a national movement. Selim Rusi
Selim Rusi (1821-1905) was an Albanian patriot who was one of the most prominent activists of the Albanian National Awakening in the late 19th century and early 20th century. He was born in Debar, then part of the Ottoman Empire to a family known for patriotism. In 1899 he represented the Sanjak of Debar at the meeting that established the League of Peja, an organization that aimed at advancing the rights of the Albanians in the Ottoman Empire. Gjakova

Subdivisions Of The Ottoman Empire
The administrative divisions of the Ottoman Empire were administrative divisions of the state organisation of the Ottoman Empire. Outside this system were various types of vassal and tributary states of the Ottoman Empire, vassal and tributary states. Haxhi Zeka
Haxhi Zekë Byberi mostly known as Haxhi Zeka ( tr, Haci Zeka; 20 December 1832 – 21 February 1902) was an Albanian nationalist leader, a member of the League of Prizren, while in 1899 he was part of the establishment and leadership of the League of Peja, another organization seeking protection of Albanians territories from Balkan states. Albanian Vilayet
The Albanian Vilayet ( ota, ولايت ارناود, ''Vilâyet-i Arnavid'') was a projected ''vilayet'' of the Ottoman Empire in the western Balkan Peninsula, which was to include the four Ottoman vilayets with substantial ethnic Albanian populations: Kosovo Vilayet, Scutari Vilayet, Manastir Vilayet, and Janina Vilayet.
