Laval Regional County Municipality
Laval was a former regional county municipality whose territory coincided with the city of Laval, Quebec. It was established in 1979, whereas the city itself had been constituted in 1965. While it existed, it was the most populous regional county municipality in Quebec. It ceased to exist by January 1, 2002, in the midst of the early 2000s municipal reorganization in Quebec. Although the city of Laval itself was unaffected, legislation gave newly constituted cities arising from that municipal reorganization the powers of a regional county municipality for the purpose of certain laws, and Laval got similar powers. Today, Laval is not part of any regional county municipality; for statistical and census purposes, it is considered a territory equivalent to a regional county municipality. The municipal history of Quebec started in 1796 with the creation of administrations for Montréal and Quebec City, but it really developed immediately prior to the creation of the Province of Canada in 1841 with the formation of municipal districts, followed in March 1845 when the Parliament of the Province of Canada adopted an Act to create local authorities in Lower Canada which took effect in July 1845. An equivalent territory (french: territoire équivalent), formally known as territory equivalent to a regional county municipality (french: territoires équivalents à une MRC), is a territorial unit used by Statistics Canada and the Institut de la statistique du Québec. Quebec is divided into 87 regional county municipalities (RCMs), equivalent to counties in other jurisdictions. However, the RCMs do not cover the entire territory, since major cities are outside any RCM (french: hors MRC).
