Lapthe Flora
Lapthe Chau Flora (born Vietnamese: ''Châu Lập Thể'') is a retired major general in the United States Army who last served as a special assistant to the director of the Army National Guard. He previously served as commander of Combined Joint Task Force – Horn of Africa. Flora is the former commander of the Bowling Green-based 91st Troop Command, Virginia National Guard. He also served as the Assistant Adjutant General of the Virginia National Guard in Sandston, Virginia. Concurrently, he served as a deputy commander of United States Army Africa, as well as Army Reserve Component Integration Advisor, United States Army Africa. Early life Flora is the son of ethnic Chinese parents, born in South Vietnam in 1962. His father, a South Vietnamese Merchant Marine, was killed during the Vietnam War, when Flora was 2 years old. Sandston
Sandston is a census-designated place (CDP) in Henrico County, Virginia, United States, just outside the state capital of Richmond. The population as of the 2010 Census was 7,571. It was designated a Historic District by Henrico County in 2021. The Battle of Seven Pines took place nearby in 1862. It was second only to the Battle of Shiloh in its number of casualties up to that time. The battle was brutally fought and inconclusive, but had a profound impact on the trajectory of the war. After General Johnston's injury, President Jefferson Davis appointed Robert E. Lee as Commander of the Confederate Armies. State Partnership Program
The State Partnership Program (SPP) is a joint program of the United States Department of Defense (DoD) and the individual states, territories, and District of Columbia. The program and the concept are entirely new, originating in 1993 as a simplified form of the previously established (1992) Joint Contact Team Program (JCTP). The JCTP aimed at assisting former Warsaw Pact and Soviet Union Republics, now independent, to form democracies and defense forces of their own. It featured long-term presence of extensive and expensive teams of advisory specialists. The SPP shortened the advisory presence to a United States National Guard unit of a designated state, called a partner, which would conduct joint exercises with the host.
