East Avenue is a major street located within the Diliman area of Quezon City, Philippines. It runs north–south through the eastern edge of Triangle Park. Arthur "Art" Planta Tugade (born January 9, 1946) is a Filipino businessman and lawyer from Cagayan who served as the Secretary of the Department of Transportation under the Duterte administration from 2016 to 2022.
