Kenneth Chen
Kenneth Chen Wei-on, is the current Secretary General of the Secretariat of the Legislative Council of Hong Kong. He was appointed as the Undersecretary for education in 2008. Education Chen attended Diocesan Boys' School from 1977 to 1982, and holds a Bachelor of Science degree in electrical engineering and computer science from Princeton University, a Master of Science degree in applied mathematics from Harvard University and an MBA from the Wharton School of the University of Pennsylvania. Career He joined the Hong Kong Jockey Club in 2000 and was its director of Racecourse Business when he left. The Silver Bauhinia Star (, SBS) is the second Bauhinia Star rank in the honours system of Hong Kong, awarded to people who have taken a leading part in public affairs or voluntary work over a long period. James To Kun-sun (; ; born 11 March 1963) is a Hong Kong lawyer and Democratic Party politician. From 1991 to 2020, To was a member of the Legislative Council of Hong Kong, representing the District Council (Second) constituency. In his final four years, To was the most senior member in the Legislative Council, and was also the convenor of the pro-democracy caucus from 2016 to 2017. He was also a former member of the Yau Tsim Mong District Council representing Olympic. Pro-democracy Camp (Hong Kong)
The pro-democracy camp, also known as the pan-democracy camp, is a political alignment in Hong Kong that supports increased democracy, namely the universal suffrage of the Chief Executive and the Legislative Council as given by the Basic Law under the "One Country, Two Systems" framework. The pro-democrats generally embrace liberal values such as rule of law, human rights, civil liberties and social justice, though their economic positions vary. They are often referred to as the "opposition camp" as they have consistently been the minority camp within the Legislative Council, and because of their non-cooperative and sometimes confrontational stance towards the Hong Kong and Chinese central governments. Political Appointments System
The Political Appointments System is a scheme introduced in 2008 by the Hong Kong Government to reinforce its ministerial team by superseding the Principal Officials Accountability System and inserting two layers of politically appointed officials below the secretaries, who are political appointees. These appointees report only to the secretaries, but not the permanent secretaries, the highest-ranking civil servants. The appointment of undersecretaries and political assistants is an extension of the previous RPAS that was initially confined to principal officials. Prior to the introduction, there were 14 political appointees—3 Secretaries of Departments and 11 Directors of Bureaux. The 24 newly created non-civil-service positions under this system comprise 11 undersecretaries and 13 political assistants.
