Eastern European Summer Time (EEST) is one of the names of the UTC+03:00 time zone, which is 3 hours ahead of Coordinated Universal Time. Kuopion maalaiskunta was a municipality in eastern Finland in Kuopio Province. The municipality was disbanded in early 1969. Between 2004 and 2012 the regional council of Kainuu was elected via popular elections as part of an experimental regional administration. The wellbeing services counties follow the regional borders, and are governed by directly elected county councils.
