The 28 Provinces of Bulgaria, provinces of Bulgaria are divided into 265 municipalities (община, ''obshtina''). Municipalities typically comprise multiple towns, villages and settlements and are governed by a mayor who is elected by popular majority vote for a four-year term, and a municipal council which is elected using proportional representation for a four-year term. The creation of new municipalities requires that they must be created in a territory with a population of at least 6,000 and created around a designated settlement. Eastern European Summer Time (EEST) is one of the names of the UTC+03:00 time zone, which is 3 hours ahead of Coordinated Universal Time. It is used as a summer daylight saving time in some European and Middle Eastern countries, which makes it the same as Arabia Standard Time, East Africa Time, and Moscow Time. The Köppen climate classification is one of the most widely used climate classification systems. It was first published by German-Russian climatologist Wladimir Köppen (1846–1940) in 1884, with several later modifications by Köppen, notably in 1918 and 1936.
