The position of president of Abkhazia was created in 1994. Before the office of president was created the head of state position was known as the chairman of Parliament between 1992 and the creation of the 1994 constitution. Before the position of Chairman of Parliament, the highest office in Abkhazia was the chairman of the Supreme Soviet. The post would last from the declaration of sovereignty from the Georgian Soviet Socialist Republic on 25 August 1990 until the outright declaration of independence on 23 July 1992. Gudauta District
Gudauta District is a district of Abkhazia, Georgia’s breakaway republic. It corresponds to the eponymous Georgian district. Its capital is Gudauta, the town by the same name. The population of the district was 34,869 at the time of the 2003 census, down from 57,334 in 1989. By the time of the 2011 Census, the population had increased to 36,775. Administration Lev Shamba was reappointed as Administration Head on 10 May 2001 following the March 2001 local elections.
