Kenneth R. Leibler
Kenneth R. Leibler (born 1949) is an American business executive who was a founding partner of the Boston Options Exchange. He was previously chairman and chief executive officer of the Boston Stock Exchange, President and chief executive officer of Liberty Financial Companies and President of the NYSE American, American Stock Exchange. At 36 years old, he was the youngest president in American Stock Exchange history and believed to be the youngest president of any major stock exchange. Prior to joining the American Stock Exchange in 1975, he founded the retail options division at Lehman Brothers and served as a director of their retail options business. He serves as chairman of the Board of Trustees of Putnam Investments, Putnam Mutual Funds and on the board of Eversource Energy. A trading curb (typically known as a circuit breaker in Wall Street parlance) is a financial regulatory instrument that is in place to prevent stock market crashes from occurring, and is implemented by the relevant stock exchange organization. Since their inception, circuit breakers have been modified to prevent both speculative gains and dramatic losses within a small time frame. When triggered, circuit breakers either stop trading for a small amount of time or close trading early in order to allow accurate information to flow among market makers and for institutional traders to assess their positions and make rational decisions.
