Shura ( ar, شُورَىٰ, translit=shūrā, lit=consultation) can for example take the form of a council or a referendum. The Quran encourages Muslims to decide their affairs in consultation with each other. Kandahār ( ps, ; Kandahār, prs, ; ''Qandahār'') is one of the thirty-four provinces of Afghanistan, located in the southern part of the country, sharing a border with Pakistan, to the south. It is surrounded by Helmand in the west, Uruzgan in the north and Zabul Province in the east. Ahmed Wali Karzai ( ps, احمد ولي کرزی, , 1961 – 12 July 2011) was a politician in Afghanistan who served as Chairman of the Kandahar Provincial Council from 2005 until his death. Mohammad Ehsan Noorzai
Muhammad ( ar, مُحَمَّد;  570 – 8 June 632 CE) was an Arab religious, social, and political leader and the founder of Islam.
