Jules Boucher
Jules Boucher was a Canadian politician and a two-term Member of the National Assembly of Quebec. Background He was born on June 8, 1933, in Sayabec, Bas-Saint-Laurent. He became a social worker in Riviere-du-Loup. Political career Boucher ran as a Parti Québécois candidate in the 1976 election against Liberal incumbent Paul Lafrance in the provincial district of Rivière-du-Loup and won. He was re-elected in the 1981 election. He served as Deputy House Leader from 1983 to 1984 and as parliamentary assistant from 1984 to 1985. During the Parti Québécois Crisis of 1984, Boucher crossed the floor. Albert Côté
Albert Côté (19 January 1927 – 18 April 2020) was a Canadian forestry engineer and politician. Biography Côté earned degrees in surveying and forest engineering from Université Laval. He began his career working for the Quebec Ministry of Agriculture, Fisheries and Food in 1952. He then worked for the Quebec Ministry of Energy and Natural Resources until 1965. In 1965, he began directing forestry operations at Manicouagan and Aux Outardes River Basin Forest Recovery Office, then became president. He held this position until the organization was replaced by the state-owned REXFOR company in 1964. He then became president and CEO of REXFOR in 1979. He became an assistant deputy minister at the Quebec Ministry of Energy and Natural Resources in 1979, then President of Scierie des Outardes, a joint venture between REXFOR and Quebec & Ontario Paper Co., from 1980 to 1983. An independent or non-partisan politician is a politician not affiliated with any political party or bureaucratic association. There are numerous reasons why someone may stand for office as an independent. Some politicians have political views that do not align with the platforms of any political party, and therefore choose not to affiliate with them. Some independent politicians may be associated with a party, perhaps as former members of it, or else have views that align with it, but choose not to stand in its name, or are unable to do so because the party in question has selected another candidate. Others may belong to or support a political party at the national level but believe they should not formally represent it (and thus be subject to its policies) at another level. Crossing The Floor
In parliamentary systems, politicians are said to cross the floor if they formally change their political affiliation to a different political party than which they were initially elected under (as is the case in Canada and the United Kingdom). In Australia though, this term simply refers to Members of Parliament (MPs) who dissent from the party line and vote against the express instructions of the party whip while retaining membership in their political party (at least for the time being). Voting against party lines may lead to consequences such as losing a position (e.g., as minister or a portfolio critic) or being ejected from the party caucus. While these practices are legally permissible in most countries, crossing the floor can lead to controversy and media attention. The 1981 Quebec general election was held on April 13, 1981, to elect members of the National Assembly of the Province of Quebec, Canada. The incumbent ''Parti Québécois'', led by Premier René Lévesque, won re-election, defeating the Quebec Liberal Party, led by Claude Ryan. The PQ won re-election despite having lost the 1980 Quebec referendum on sovereignty-association, the party's proposal for political independence for Quebec in an economic union with the rest of Canada. Rivière-du-Loup (provincial Electoral District)
Rivière-du-Loup (; 2021 population 20,118) is a small city on the south shore of the Saint Lawrence River in Quebec. The city is the seat for the Rivière-du-Loup Regional County Municipality and the judicial district of Kamouraska. Its one of the largest cities in Bas-Saint-Laurent. History The city was named after the nearby river, whose name means ''Wolf's River'' in French. This name may have come from a native tribe known as "Les Loups" ("The Wolves") or from the many seals, known in French as ''loup-marin'' (sea wolves), once found at the river's mouth. Rivière-du-Loup was established in 1673 as the seigneurie of Sieur Charles-Aubert de la Chesnaye.
