Joint Staff
The Joint Chiefs of Staff (JCS) is the body of the most senior uniformed leaders within the United States Department of Defense, that advises the president of the United States, the secretary of defense, the Homeland Security Council and the National Security Council on military matters. The composition of the Joint Chiefs of Staff is defined by statute and consists of a chairman (CJCS), a vice chairman (VJCS), the service chiefs of the Army, Marine Corps, Navy, Air Force, Space Force, and the chief of the National Guard Bureau. Each of the individual service chiefs, outside their JCS obligations, work directly under the secretaries of their respective military departments, e.g. the secretary of the Army, the secretary of the Navy, and the secretary of the Air Force. Defense Planning Guidance
Paul Wolfowitz, sponsor of the doctrine. Wolfowitz Doctrine is an unofficial name given to the initial version of the Defense Planning Guidance for the 1994–99 fiscal years (dated February 18, 1992) published by US Under Secretary of Defense for Policy Paul Wolfowitz and his deputy Scooter Libby. Not intended for public release, it was leaked to the ''New York Times'' on March 7, 1992, and sparked a public controversy about U.S. foreign and defense policy. The document was widely criticized as imperialist, as the document outlined a policy of unilateralism and pre-emptive military action to suppress potential threats from other nations and prevent dictatorships from rising to superpower status. Such was the outcry that the document was hastily re-written under the close supervision of U.S. Secretary of Defense Dick Cheney and Chairman of the Joint Chiefs of Staff Colin Powell before being officially released on April 16, 1992. National Military Strategy
The National Military Strategy (NMS) is issued by the Chairman of the Joint Chiefs of Staff as a deliverable to the secretary of defense briefly outlining the strategic aims of the armed services. The NMS's chief source of guidance is the National Security Strategy document. The Chairman of the Joint Chiefs of Staff (CJCS), in consultation with the other members of the Joint Chiefs of Staff (JCS), the commanders of the Unified Combatant Commands (CCMDs), the joint staff and the Office of the Secretary of Defense (OSD), prepares the National Military Strategy in accordance with U.S. Code, Section 153, which requires that not later than February 15 of each even-numbered year, the chairman submits to the Senate Committee on Armed Services and the House Committee on Armed Services a comprehensive examination of the national military strategy. Joint Requirements Oversight Council
Part of the United States Department of Defense acquisition process, the Joint Requirements Oversight Council (JROC) reviews programs designated as JROC interest and supports the acquisition review process in accordance with law (). The JROC accomplishes this by reviewing and validating all Joint Capabilities Integration and Development System documents for Acquisition Category I and IA programs, and other programs designated as high-interest. For Acquisition Category ID and IAM programs, the JROC makes recommendations to the Defense Acquisition Board or Information Technology Acquisition Board, based on such reviews. The JROC is chaired by the Vice Chairman of the Joint Chiefs of Staff, who also serves as the co-chair of the Defense Acquisition Board. The National Security Strategy (NSS) is a document prepared periodically by the executive branch of the United States that lists the national security concerns and how the administration plans to deal with them. The legal foundation for the document is spelled out in the Goldwater–Nichols Act. The document is purposely general in content, and its implementation relies on elaborating guidance provided in supporting documents such as the National Military Strategy. Defense Acquisition University
The Defense Acquisition University (DAU) is a corporate university of the United States Department of Defense offering "acquisition, technology, and logistics" (AT&L) training to military and Federal civilian staff and Federal contractors. DAU is headquartered in Fort Belvoir, Virginia, and is accredited by the American Council on Education (ACE), International Association for Continuing Education and Training (IACET) and the Council on Occupational Education (COE). History The University Charter was created in October 1991 by Department of Defense (DoD) Directive 5000.57. Originally a loose consortium of existing training commands, DAU worked to standardize the training courses and establish mechanisms that allowed for centralized management of training funds for the DoD workforce.
