Murphy James Foster (January 12, 1849June 12, 1921) was the List of Governors of Louisiana, 31st Governor of the U.S. state of Louisiana, an office he held for two terms from 1892 to 1900. Foster supported the Constitution of Louisiana#Louisiana Constitution of 1898, Louisiana Constitution of 1898, which effectively Disenfranchisement after the Reconstruction Era, disfranchised the black majority, who were mostly Republicans. This led to Louisiana becoming a one-party Democratic Party (United States), Democratic state for several generations and excluding African Americans from the political system. Louisiana followed Mississippi (1890) and other southern states in adopting a new constitution with devices to disfranchise blacks, then a majority in the state, chiefly by making voter registration more difficult. Louisiana , group=pronunciation (French: ''La Louisiane'') is a state in the Deep South and South Central regions of the United States. It is the 20th-smallest by area and the 25th most populous of the 50 U.S. states. Louisiana is bordered by the state of Texas to the west, Arkansas to the north, Mississippi to the east, and the Gulf of Mexico to the south. A large part of its eastern boundary is demarcated by the Mississippi River.
