John Henry Garstin
John Henry Garstin (1838 – 15 April 1903) was a British civil servant and administrator who acted as the Governor of Madras from 1 December 1890 to 23 January 1891. Biography Garstin was born in 1838, the son of General Edward Garstin. He was educated at Haileybury before entering the Madras Civil Service in 1857. Garstin began his career as the Private Secretary to Francis Napier, 10th Lord Napier, then Governor of Madras and served from 27 March 1866 to 25 January 1870, when he was appointed to the Board of Revenue. In 1878, he was made a Companion of the Star of India (CSI). Garstin was nominated to the Madras Legislative Council and served from 9 January 1889 to 9 January 1894. Order Of The Star Of India
The Most Exalted Order of the Star of India is an order of chivalry founded by Queen Victoria in 1861. The Order includes members of three classes: # Knight Grand Commander (GCSI) # Knight Commander ( KCSI) # Companion ( CSI) No appointments have been made since the 1948 New Year Honours, shortly after the Partition of India in 1947. Robert Bourke, 1st Baron Connemara, (; ; ; ; 11 June 1827 – 3 September 1902) was a British Conservative politician and colonial administrator who served as Under-Secretary of State for Foreign Affairs (1874–80, 1885–86) and Governor of Madras (1886–90). Background and education Bourke was born into an Anglo-Irish aristocratic family at Hayes, County Meath, Ireland, the third son of Robert Bourke, 5th Earl of Mayo (the son of Hon. Richard Burke, Bishop of Waterford and Lismore), and Anne Charlotte, daughter of The Hon. John Jocelyn. His older brother was The 6th Earl of Mayo, a Viceroy of India. Beilby Lawley, 3rd Baron Wenlock (12 May 1849 – 15 January 1912) was a British soldier, Liberal politician and colonial administrator who was the Governor of Madras from 1891 to 1896. Early life Lawley was the son of Beilby Lawley, 2nd Baron Wenlock and his wife Lady Elizabeth Grosvenor, daughter of Richard Grosvenor, 2nd Marquess of Westminster. He was educated at Eton College and at Trinity College, Cambridge. He was commissioned into the Yorkshire Hussars in 1869, and rose to the rank of Captain. Political career Wenlock was active in local affairs as a Justice of the Peace for the East and North Ridings of Yorkshire and as Chairman of East Riding County Council. English Agents In 1639, the grant of Madras to the English was finalized between the factors of the Masulipatnam (now Machilipatnam) factory (trading post), represented by Francis Day, and the Raja of Chandragiri. In 1640, Andrew Cogan, the chief of the Masulipatnam factory, made his way to Madras in the company of Francis Day and the English and Indian employees of the Masulipatnam factory. Francis Napier, 10th Lord Napier and 1st Baron Ettrick, (15 September 1819 – 19 December 1898) was a Scottish polyglot, diplomat and colonial administrator. He served as the British Minister to the United States from 1857 to 1859, Netherlands from 1859 to 1860, Russia from 1861 to 1864, Prussia from 1864 to 1866 and as the Governor of Madras from 1866 to 1872. Tamil Nadu Legislative Council was the upper house of the former bicameral legislature of the Indian state of Tamil Nadu. It began its existence as Madras Legislative Council, the first provincial legislature for Madras Presidency. It was initially created as an advisory body in 1861, by the British Raj, British colonial government. It was established by the Indian Councils Act 1861, enacted in the British parliament in the aftermath of the Indian Rebellion of 1857.
