John Bolton (Manx Politician)
Sir John Bolton (died 11 September 1980) was an accountant and Manx politician. He played a prominent role in the politics of Tynwald, serving both as a member of the Legislative Council and the House of Keys. From 1967 to 1977, he was the Island's Chairman of the Finance Board, effectively acting as the Chancellor of the Exchequer on the Isle. He was further qualified as a chartered accountant, and applied these skills in his capacity on the Finance Board. Under his stewardship, the Isle of Man underwent significant economic development in the 1970s. Tynwald
Tynwald ( gv, Tinvaal), or more formally, the High Court of Tynwald ( gv, Ard-whaiyl Tinvaal) or Tynwald Court, is the legislature of the Isle of Man. It consists of two chambers, known as the branches of Tynwald: the directly elected House of Keys and the indirectly chosen Legislative Council. When the two chambers sit together, they become "Tynwald Court". The chambers sit jointly, on Tynwald Day at St John's for largely ceremonial purposes, and usually once a month in the Legislative Buildings in Douglas. Otherwise, the two chambers sit separately, with the House of Keys originating most legislation, and the Legislative Council acting as a revising chamber. The Legislative Council ( gv, Yn Choonceil Slattyssagh) is the upper chamber of Tynwald, the legislature of the Isle of Man. The abbreviation "LegCo" is often used. The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members. The chancellor of the Exchequer, often abbreviated to chancellor, is a senior minister of the Crown within the Government of the United Kingdom, and head of His Majesty's Treasury. As one of the four Great Offices of State, the Chancellor is a high-ranking member of the British Cabinet. The Executive Council is the former title of the Council of Ministers of the Isle of Man, Council of Ministers, the principal executive body of the Isle of Man Government.
