James Cain (Manx)
The Honourable James Crookall Cain FCA (19 March 1927 - 5 May 2019) was a Manx politician, who was the Speaker of the House of Keys and former Minister of the Isle of Man Government and Member of the House of Keys for the constituency An electoral district, also known as an election district, legislative district, voting district, constituency, riding, ward, division, or (election) precinct is a subdivision of a larger State (polity), state (a country, administrative region, ... of Douglas West. He became acting Speaker of the House of Keys in 1990, before taking on the role permanently in 1991. He served until 1999. Jim Cain died aged 92 on5 May 2019. The Department of Health and Social Security ( gv, Rheynn Slaynt as Shickyrys Y Theay) or DHSS provided healthcare (hospitals, doctors, dentistry, ambulance service), social services (mental health, social workers, and residential care), and social security (state pensions, child benefit, sickness benefit, and Jobseeker's Allowance). The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members.
