Ishtarlay or Ashtarlay ( prs, اشترلی), is a district in the Daykundi Province of Afghanistan, located in the isolated central part of the country. It was created in 2005 from Daykundi district. The Hazaras ( fa, , Həzārə; haz, , Āzərə) are an ethnic group and the principal component of the population of Afghanistan, native to, and primarily residing in the Hazaristan (Hazarajat) region in central Afghanistan and generally scattered throughout Afghanistan. Hazaristan ( fa, هزارستان, Hazāristān), or Hazarajat ( fa, هزارهجات, Hazārajāt) is a mostly mountainous region in the central highlands of Afghanistan, among the Koh-i-Baba mountains in the western extremities of the Hindu Kush.
