The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. Natchitoches Parish (french: Paroisse des Natchitoches or ) is a parish located in the U.S. state of Louisiana. As of the 2010 census, the population was 39,566. The parish seat is Natchitoches. The parish was formed in 1805. The Natchitoches, LA Micropolitan Statistical Area includes all of Natchitoches Parish. This is the heart of the Cane River Louisiana Creole community, free people of color of mixed-race descent who settled here in the antebellum period. Interstate 10 (I-10), a major transcontinental Interstate Highway in the Southern United States, runs across the southern part of Louisiana for from Texas to Mississippi. Eisenhower National System of Interstate and Defense Highways, commonly known as the Interstate Highway System, is a network of controlled-access highways that forms part of the National Highway System in the United States.
