Internet Regulation In Turkey
Internet regulation in Turkey is primarily authorized under the Electronic Communications Law (ECL) and the Internet Act and carried out by the Information and Communication Technologies Authority (ICTA). In 2018, the Turkish parliament passed a law giving the national broadcast media regulator, the High Council for Broadcasting (RTÜK), authority to monitor and regulate internet services. The law requires online video and streaming services to apply for a license to broadcast to Turkish internet users. Turkey's internet, which has 42.3 million active users, holds a 'Not Free' ranking in Freedom House's index. Turkish government has constantly blocked websites like Facebook, Twitter, YouTube and Wikipedia. According to Twitter's transparency report, Turkey leads in social media censorship. Information And Communication Technologies Authority
The Information and Communication Technologies Authority (ICTA) ( tr, Bilgi Teknolojileri ve İletişim Kurumu (BTK)), is a national telecommunications regulatory and inspection authority of Turkey. It was formerly known as the Telecommunications Authority (Turkish: ''Telekomünikasyon Kurumu (TK)''). Radio and television broadcasts fall under another state agency, RTÜK. Presidency Of Telecommunication And Communication
The Directorate of Telecommunication and Communication was Turkey's telecom authority prior to being shut down in August 2016. The organization's acronym in Turkish "TIB" had become synonymous for internet censorship by the time of closure due to its appearance on tens of thousands of internet block pages. It was part of the Information and Communication Technologies Authority, which is now directly responsible for duties previously tasked to the directorate. Tor, short for The Onion Router, is free and open-source software for enabling anonymous communication. It directs Internet traffic through a free, worldwide, volunteer overlay network, consisting of more than seven thousand relays, to conceal a user's location and usage from anyone performing network surveillance or traffic analysis. The mass media in Turkey includes a wide variety of domestic and foreign periodicals expressing disparate views, and domestic newspapers are extremely competitive. However, media ownership is concentrated in the hands of a few large private media groups which are typically part of wider conglomerates controlled by wealthy individuals, which limits the views that are presented. In addition, the companies are willing to use their influence to support their owners' wider business interests, including by trying to maintain friendly relations with the government. Telecommunications liberalisation The telecommunications liberalisation process started in Turkey in 2004 after the creation of the Telecommunication Authority, and is still ongoing as of May 2013. Private sector companies operate in mobile telephony, long distance telephony and Internet access. There were 12.3 million (12.300.390) fixed phone lines, 82.2 million (82.795.432) mobile phone subscribers, and 80.9 million broadband subscribers (10.6 million xDSL, 3.8 million Fibre, 1.2 million Cable, 65 million Mobile) by Q3 2020. Internet Censorship In Turkey
Censorship in Turkey is regulated by domestic and international legislation, the latter (in theory) taking precedence over domestic law, according to Article 90 of the Constitution of Turkey (so amended in 2004). Despite legal provisions, freedom of the press in Turkey has steadily deteriorated from 2010 onwards, with a precipitous decline following the attempted coup in July 2016. Internet Watch Foundation
The Internet Watch Foundation (IWF) is a registered charity based in Cambridge, England. It states that its remit is "to minimise the availability of online sexual abuse content, specifically child sexual abuse images and videos hosted anywhere in the world and non-photographic child sexual abuse images hosted in the UK." Content inciting racial hatred was removed from the IWF's remit after a police website was set up for the purpose in April 2011. The IWF used to also take reports of criminally obscene adult content hosted in the UK. This was removed from the IWF's remit in 2017.
