Iloilo's 1st Congressional District
Iloilo's 1st congressional district is one of the five congressional districts of the Philippines in the province of Iloilo. It has been represented in the House of Representatives of the Philippines since 1916 and earlier in the Philippine Assembly from 1907 to 1916. The district consists of the municipalities of Guimbal, Igbaras, Miagao, Oton, San Joaquin, Tigbauan and Tubungan. It is currently represented in the 18th Congress by Janette Garin of the Nacionalista Party (NP). The House of Representatives of the Philippines ( fil, Kapulungan ng mga Kinatawan ng Pilipinas, italic=unset, ''Kamara'' or ''Kamara de Representantes'' from the Spanish language, Spanish word ''cámara'', meaning "chamber") is the lower house of Congress of the Philippines, Congress, the bicameral legislature of the Philippines, with the Senate of the Philippines as the upper house. The lower house is usually called Congress, although the term collectively refers to both houses. Members of the House are officially styled as ''representative'' (''kinatawan'') and sometimes informally called ''congressmen'' or ''congresswomen'' (''mga kongresista'') and are elected to a three-year term. Philippine Assembly
The Philippine Assembly (sometimes called the Philippine National Assembly) was the lower house of the Philippine Legislature from 1907 to 1916, when it was renamed the House of Representatives of the Philippines. The Philippine Assembly was the first national legislative body fully chosen by elections. The Assembly was created by the 1902 Philippine Organic Act of the United States Congress, which established the Insular Government of the Philippines. Along with an upper house (the appointed Philippine Commission), it formed the bicameral Philippine Legislature during the American colonial period. In 1916, the Jones Act replaced the Philippine Organic Act and the Assembly became the current House of Representatives of the Philippines. José María Arroyo
José María Arroyo y Pidal (1875 – March 8, 1927) was a Filipino politician. He served as the representative of the first district of Iloilo from 1916 to 1919, and as a senator representing the seventh senatorial district from 1919 until his death in 1927. Arroyo died in Italy on March 8, 1927. He is the grandfather of former first gentleman, Jose Miguel Arroyo who is the husband of former president Gloria Macapagal Arroyo. The Arroyo Fountain in front of the Iloilo Provincial Capitol and built in 1927 was named after him in recognition for his efforts of authoring Republic Act No. 3222, a law that establishes the Iloilo Metropolitan Waterworks in 1925. The Progresista Party (Progressive Party, ''Partido Progresista'' in Tagalog and Spanish) was a conservative political party in the Philippines during the early 20th century. Formed in 1900 as the Federalist Party (Partido Federalista), the party originally had the Philippines becoming a U.S. state as one of its original platforms, which was later rescinded. Francisco Felipe Villanueva
Francisco Felipe Villanueva (October 10, 1867 – August 25, 1923) was a Filipino political leader during the Philippine–American War. Biography Villanueva was born in the then-town of Molo, Iloilo. He was the youngest of six children of Eusebio and Maria Felipe Villanueva. He studied law, receiving a Bachelor of Laws degree. Villanueva married Sofia Conlu and fathered 12 children. Political career Villanueva served as the Visayan member to the Malolos Congress, where he conferred with Gen. Emilio Aguinaldo and Apolinario Mabini to assure that the Visayas would be included in nascent First Philippine Republic. Villanueva subsequently served two terms as representative of the first district of Iloilo from 1909 to 1916, and as the one of the first senators (alongside Jose Altavas) of the seventh senatorial district comprising Iloilo, Capiz and Romblon from 1916 to 1919.
