Ivan Călin
Ivan Petrovich Calin (russian: Иван Петрович Калин; 10 March 1935 – 2 January 2012) was a Soviet and Moldavian agronomist-scholar, political scientist, diplomat and politician. Biography Calin was born in the small village of Plot in Rîbnița District, then in Moldavian Autonomous Soviet Socialist Republic. Calin was President of the Presidium of the Supreme Soviet of the Moldavian SSR from 10 April 1980 to 24 December 1985. Following this he became prime minister of the Moldavian SSR until 10 January 1990. He was elected as member of the Parliament of Moldova in the 1998 election, 2005 election, April 2009 election and July 2009 election. Until the speaker was elected, the plenary meetings of the Moldovan Parliament were chaired by the oldest MP, making Calin the acting speaker from 5 to 12 May 2009. Moldovan Parliament
The Parliament of the Republic of Moldova is the supreme representative body of the Republic of Moldova, the only state legislative authority, being a unicameral structure composed of 101 elected MPs on lists, for a period of 4 years. Parliament is elected by universal vote, equal directly, secret and freely expressed. The President of the Parliament of the Republic of Moldova is elected by the Parliament, with a minimum of 52 votes. The Constitutional Court of the Republic of Moldova, on a proposal of the Central Electoral Commission, decides to validate or invalidate the mandate of the Member of Parliament. The mandate is invalid in the case of violation of electoral legislation. The Parliament is meeting at the convening of the Speaker of the Parliament within 30 days of the elections. The Order of the Republic ( ro, Ordinul Republicii) is Moldova's highest order. It is awarded by the President of Moldova for exceptional merits in all fields which benefit Moldova and humanity as a whole. The Order of the Red Banner of Labour (russian: Орден Трудового Красного Знамени, translit=Orden Trudovogo Krasnogo Znameni) was an order of the Soviet Union established to honour great deeds and services to the Soviet state and society in the fields of production, science, culture, literature, the arts, education, health, social and other spheres of labour activities. The Order of Lenin (russian: Орден Ленина, Orden Lenina, ), named after the leader of the Russian October Revolution, was established by the Central Executive Committee on April 6, 1930. The order was the highest civilian decoration bestowed by the Soviet Union. April 2009 Moldovan Parliamentary Election
Parliamentary elections were held in Moldova on 5 April 2009. The Party of Communists of the Republic of Moldova (PCRM) won a majority of seats (60 out of 101) for the third consecutive occasion. Turnout was 59%, exceeding the 50% necessary for the election to be valid. Following the elections, Parliament was required to elect a new President of Moldova as the incumbent Vladimir Voronin had to stand down after completing two terms. Presidential elections required the winning candidate to receive at least 61 votes, but the opposition parties refused to vote for the three PCRM-nominated candidates in Moldovan presidential election, May–June 2009, three rounds of voting between May and June 2009, meaning no president was elected.
