Competitive cross-country skiing encompasses a variety of race formats and course lengths. Rules of cross-country skiing are sanctioned by the International Ski Federation and by various national organizations. International competitions include the FIS Nordic World Ski Championships, the FIS Cross-Country World Cup, and at the Winter Olympic Games. Such races occur over homologated, groomed courses designed to support classic (in-track) and freestyle events, where the skiers may employ skate skiing. It also encompasses cross-country ski marathon events, sanctioned by the Worldloppet Ski Federation, and cross-country ski orienteering events, sanctioned by the International Orienteering Federation. Tula ( rus, Тула, p=ˈtulə) is the largest city and the administrative center of Tula Oblast in Russia, located south of Moscow. Tula is located in the northern Central Russian Upland on the banks of the Upa River, a tributary of the Oka. At the 2010 census, Tula had a population of 501,169, an increase from 481,216 in 2002, making it the 32nd largest city in Russia by population. The 1998 Winter Olympics, officially known as the and commonly known as Nagano 1998 ( ja, 長野1998), was a winter multi-sport event held from 7 to 22 February 1998, mainly in Nagano, Japan, with some events taking place in the nearby mountain communities of Hakuba, Karuizawa, Nozawa Onsen, and Yamanouchi. The city of Nagano had previously been a candidate to host the 1940 Winter Olympics (which were later cancelled), as well as the 1972 Winter Olympics, but had been eliminated at the national level by Sapporo on both occasions.
