Iowa's 8th Congressional District
Iowa's 8th congressional district existed from 1873 to 1963. The district was configured five times. Although the district encompassed four different areas of Iowa in its ninety-year existence, it was always predominantly rural, and elected a Republican lawyer to the United States House of Representatives in all but one of 46 elections. Phase one: Southwestern Iowa (1873-1883) Based on the 1870 census, Iowa's U.S. House delegation increased from six to nine members, requiring the Iowa General Assembly to reapportion the districts. The Assembly divided the Fifth District into two districts – the relocated Sixth District (which included the easternmost ten counties in the old Fifth, with the capital city of Des Moines) and the new Eighth District (including the remaining thirteen counties, with Council Bluffs its largest city). Montgomery County, Iowa
Montgomery County is a county located in the southwestern area of the U.S. state of Iowa. As of the 2020 census, the population was 10,330. Its population has declined since a peak in 1900, since urbanization and decline of family farms. The county seat is Red Oak. The county was founded by European-American migrants from eastern areas in 1851. It was named in honor of Richard Montgomery, an American Revolutionary War general killed in 1775 while trying to capture Quebec City, Canada. The county has been largely rural and devoted to agriculture. The county was first surveyed in 1852. It is famous as the location of the unsolved Villisca Axe Murders committed in 1912. Clarke County, Iowa
Clarke County is a county located in the U.S. state of Iowa. As of the 2020 census, the population was 9,748. The county seat is Osceola. The county was formed in January 1846, one of twelve counties established by legislative action in a comprehensive act. It was named for James Clarke, a Governor of the Iowa Territory. History The first courthouse for Clarke County was a wood frame two–story structure in Osceola. In 1883 it was replaced with a brick structure on former park area in the town square. By the 1950s this building was insufficient, and the present modern structure was completed in 1956. It was added to the National Register of Historic Places in 2018. Wayne County, Iowa
Wayne County is a county located in the U.S. state of Iowa. As of the 2020 census, the population was 6,497, making it the sixth-least populous county in Iowa. The county seat is Corydon. History Wayne County was formed in 1846 but was still attached to other counties for governmental purposes. It was named after General Anthony Wayne. Its southern border with Missouri was uncertain until the states got a decision from the US Supreme Court in 1848 which held the 1816 Sullivan line (re-marked in 1850), originally run as the northern boundary of an Osage Indian cession. This line is not a true east–west line so the county does not have an exactly rectangular shape. Appanoose County, Iowa
Appanoose County is a county in the U.S. state of Iowa. As of the 2020 census, the population was 12,317. Its county seat is Centerville. History Appanoose County was formed on February 17, 1843, from open territory. It was named for the Meskwaki Chief Appanoose, who did not engage in war against Black Hawk, advocating peace. The present county seat was formerly called Chaldea, and was later renamed to Senterville in honor of Congressman William Tandy Senter of Tennessee. In April 1848, the courthouse, constructed at the expense of $160, was put into use and served as such until 1857. The second courthouse was opened in 1864, and was burned down to the first floor during an explosive Fourth of July fireworks demonstration. William Fletcher Sapp
William Fletcher Sapp (November 20, 1824 – November 22, 1890) was a United States Attorney and later a Republican U.S. Representative from Iowa's 8th congressional district. He was a nephew of William R. Sapp, who represented a U.S. House district in Ohio between 1853 and 1857. Born in Danville, Ohio, Sapp attended the public schools and Martinsburg Academy. After studying law, he was admitted to the bar in 1850 and commenced practice in Mount Vernon, Ohio. He was an unsuccessful candidate for prosecuting attorney of Knox County, Ohio in 1850, but was elected four years later (in 1854) and re-elected in 1856. Sapp moved to Omaha, Nebraska, in 1860. He was appointed adjutant general of Nebraska Territory in 1861 and also served as member of the Territorial legislative council. He entered the Union Army in 1862 as lieutenant colonel of the 2nd Nebraska Cavalry and served until mustered out. He then moved to Council Bluffs, Iowa, and resumed the practice of law.
