The National Penitentiary Institute of Peru ( es, Instituto Nacional Penitenciario, INPE, links=no) is the government agency charged with incarcerating convicts and suspects charged with crimes. It is part of the Peruvian government's Ministry of Justice. History The Inspector General of Prisons was first established by Article 26 of the Penal Code of 1924. After becoming Inspector General on March 28, 1928, Dr. Bernardino León y León launched major reforms and changed the title to Director General of Prisons. Capacity In 2009, the prison population totaled 44,800 inmates (0.15% of the national population), though the nation's prisons were built for a capacity of 22,540. 2,794 of the inmates were women. Only 17,297 of the inmates have been sentenced in court, while many of the rest are held in pretrial detention at police stations and judiciary buildings. Lima ( ; ), originally founded as Ciudad de Los Reyes (City of The Kings) is the capital and the largest city of Peru. Túpac Amaru Revolutionary Movement
The Túpac Amaru Revolutionary Movement ( es, Movimiento Revolucionario Túpac Amaru, abbreviated MRTA) was a Peruvian Marxism-Leninism, Marxist-Leninist Guerrilla warfare, guerrilla group which started in the early 1980s. Their self-declared goal was to demonstrate to leftist groups in Peru that sought change through the current government the viability of radical revolution. The MRTA also aimed to provide an alternative to another militant group, the Shining Path, which placed them in direct competition. The group was led by Víctor Polay, Víctor Polay Campos until he was sentenced to 32 years' imprisonment in 1992 and by Néstor Cerpa Cartolini ("Comrade Evaristo") until his death in 1997. Joran Andreas Petrus van der Sloot (; born 6 August 1987) is a Dutch convicted murderer who killed Stephany Flores Ramírez in Lima, Peru, in 2010. He is also the prime suspect in the disappearance of Natalee Holloway in 2005. After Flores' murder on 30 May 2010 — five years to the day after Holloway's disappearance — Van der Sloot fled to Chile, where he was arrested and extradited back to Peru for questioning regarding the murder. On 7 June 2010, he confessed to bludgeoning Flores. He later tried to formally retract his confession, claiming that he had been intimidated by the Peruvian police and framed by the FBI. Media Circus
Media circus is a colloquial metaphor, or idiom, describing a news event for which the level of media coverage—measured by such factors as the number of reporters at the scene and the amount of material broadcast or published—is perceived to be excessive or out of proportion to the event being covered. Coverage that is sensationalistic can add to the perception the event is the subject of a media circus. The term is meant to critique the coverage of the event by comparing it to the spectacle and pageantry of a circus. Usage of the term in this sense became common in the 1970s. San Juan de Lurigancho (SJL) is a district in Lima, Peru, located in the area known as ''Cono Este''. It is Peru's most populous district, with a current population that may exceed one million. On the north, it is bordered by the districts of Carabayllo and Huarochirí Province. San Juan de Lurigancho is bordered by Comas, Independencia and Rímac on the west; and Lurigancho on the east.
