Ilagan
Ilagan, officially the City of Ilagan ( ibg, Siudad nat Ilagan; ilo, Siudad ti Ilagan; fil, Lungsod ng Ilagan), is a 1st class component city and capital of the province of Isabela, Philippines. According to the 2020 census, it has a population of 158,218 people making it the most populous city in the province. It holds the title as the most number of voters in the province with 98,565 electorates. Ilagan was a first class municipality before it became a city. The city is located on the central portion of the province of Isabela. It is bounded by nine municipalities: on the north by the municipalities of Divilacan, Tumauini, and Delfin Albano; on the west by the municipality of Quirino; on the east by the municipalities of Divilacan, Palanan, and the Pacific Ocean; and on the south by the municipalities of Gamu, Naguilian, Benito Soliven and San Mariano. Divilacan
Divilacan, officially the Municipality of Divilacan ( ilo, Ili ti Divilacan; tl, Bayan ng Divilacan), is a 2nd class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 5,827 people. Etymology Divilacan was derived from the native Dumagat compound word ''vilican'', meaning "fish and shell." The word ''di'' implies origin. Therefore, Divilacan literally means “where fish and shells abound.” History Divilacan was a former remote ''sitio'' of ''Barrio'' Antagan in the neighboring town of Tumauini. Palanan
Palanan, officially the Municipality of Palanan ( ilo, Ili ti Palanan; tl, Bayan ng Palanan), is a 1st class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 17,684 people. It was in Palanan that one of the final chapters of the Philippine–American War was written on March 23, 1901, when General Emilio Aguinaldo was captured by American forces led by General Frederick Funston, who had gained access to Aguinaldo's camp by pretending to surrender to the Filipinos. Geography Palanan is one of the four remote and isolated coastal towns of Isabela facing the Philippine Sea on the east and separated from the rest of the province by the Sierra Madre Mountains. It is also a suburb of Ilagan City, the provincial capital. There are no roads that connects the town to the rest of province. Delfin Albano, officially the Municipality of Delfin Albano ( ibg, Ili nat Delfin Albano; ilo, Ili ti Delfin Albano; tl, Bayan ng Delfin Albano), is a 4th class municipality in the province of Isabela, Philippines. Tumauini
Tumauini, officially the Municipality of Tumauini ( ibg, Ili nat Tumauini; ilo, Ili ti Tumauini; tl, Bayan ng Tumauini), is a 1st class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 70,743 people. The Tumauini Church is currently in the tentative list for UNESCO World Heritage Sites under the ''Baroque Churches of the Philippines (Extension)''. A proposal has been suggested by scholars to make a separate UNESCO inclusion for the ''Old Centre of Tumauini which includes the Tumauini Church''. The same would be made for other churches listed in UNESCO's tentative sites, where each town plaza and surrounding heritage buildings would be added. The Sangguniang Panlungsod (SP) is the local legislative body of a city governments in the Philippines. The name of the legislative body comes from the Tagalog words "''sanggunian''" ("council") – ultimately from the rootword "''sangguni''" ("to consult") – and "''lungsod''" ("city"); "city council" is therefore often used as an equivalent term. Members of the city council are referred to as "''kagawad''"; while in Cebuano-speaking cities they are called "''konsehal''" (masc.) and "''konsehala''" (fem.), or "''sehal''". Internal Revenue Allotment
The Internal Revenue Allotment (IRA) is a local government unit’s (LGU) share of revenues from the Philippine national government. Provinces, independent cities, component cities, municipalities, and barangays each get a separate allotment. The allotment is largely based upon the type of government they are and a formula based upon their land area and population. Section 284 of the Local Government Code of the Philippines (RA 7160) sets up the formula for the distribution of the allotment. All or nearly all of the revenue that a local government has to spend comes from their IRA, though some local governments also have additional local sources of revenue such as property taxes and government fees. Typically for municipalities, the IRA accounts for 90% of total revenues. Since cities have more sources of local revenues, their IRA ranges from 50% to 70% of their total budget. Quirino, officially the Province of Quirino ( ilo, Probinsia ti Quirino; tl, Lalawigan ng Quirino), is a landlocked province in the Philippines located in the Cagayan Valley region in Luzon. Its capital is Cabarroguis. It is named after Elpidio Quirino, the sixth President of the Philippines.
