Héctor Hugo Rangel Zamarron (born 20 August 1980) is a Mexican road bicycle racer. He competed at the 2012 Summer Olympics in the Men's road race and finished 38th. Rangel won the 2016 Tour de Tucson in a time of 4 hours 10 minutes and 47.12 seconds. Saltillo () is the capital and largest city of the northeastern Mexican state of Coahuila and is also the municipal seat of the municipality of the same name.
