Home Improvement Programme
The Home Improvement Programme (HIP) is a programme announced by HDB, during the National Day Rally in August 2007 that replaced the Main Upgrading Programme (MUP). The HIP offers lessees a choice on the works they want to be included in the upgrading of their flats. It also helps lessees deal with common maintenance problems in ageing flats, such as spalling concrete and ceiling leaks, in a systematic and comprehensive manner. Flats are eligible for HIP twice, one at 30 years old and one at 60-70 years old. The HIP is targeted at flats built til 1997. Priority of upgrading programmes is traditionally given to wards held by the ruling People's Action Party, which appoints the Minister for National Development who oversees the Housing Development Board. Housing And Development Board
The Housing & Development Board (HDB) (; ms, Lembaga Perumahan dan Pembangunan; ta, வீடமைப்பு வளர்ச்சிக் கழகம்) or often referred to as the Housing Board, is a statutory board under the Ministry of National Development responsible for Singapore's public housing. Founded in 1960 as a result of efforts in the late 1950s to set up an authority to take over the Singapore Improvement Trust's (SIT) public housing responsibilities, the HDB focused on the construction of emergency housing and the resettlement of kampong residents into public housing in the first few years of its existence. This focus shifted from the late 1960s, with the HDB building flats with improved fittings and offering them for sale. From the 1970s, it initiated efforts to improve community cohesion in its estates and solicit resident feedback. National Day Rally
The National Day Rally ( ms, Rapat Umum Hari Kebangsaan; ; ta, தேசிய தின பேரணி) is an annual message delivered by the prime minister of Singapore to the entire nation, on the first or second Sunday after the National Day on 9 August. A yearly event since 1966, the prime minister uses the rally to address the nation on its key challenges, as well as to announce the country's major policy changes, the economy, future plans and achievements. History The rally began in 1966 as a "private meeting" between the prime minister and grassroots leaders. The transcript was released to the media only two weeks later. Main Upgrading Programme
The Main Upgrading Programme, or MUP (), was formally launched as the Singapore government’s pioneer housing upgrading programme in 1992, by then Prime Minister Mr Goh Chok Tong. Under the MUP, residents enjoyed an improved living environment without the need to move out from their familiar surroundings. The MUP has been brought to 128 precincts island-wide, benefitting 131,000 households. History In 1992, the government experimented with the concept of upgrading HDB flats while they were still being occupied on 6 precincts in a Demonstration Phase. These precincts were in Marine Parade, Kim Keat, Telok Blangah, Ang Mo Kio, Lorong Lew Lian and Clementi. The Demonstration Phase was a success, and was hence, expanded island-wide. People's Action Party
The People's Action Party (abbreviation: PAP) is a major conservative centre-right political party in Singapore and is one of the three contemporary political parties represented in Parliament, alongside the opposition Workers' Party (WP) and Progress Singapore Party (PSP). Lee Hsien Loong
Lee Hsien Loong (; born 10 February 1952) is a Singaporean politician and former brigadier-general who has been serving as Prime Minister of Singapore and Secretary-General of the People's Action Party since 2004. He has been the Member of Parliament (MP) representing the Teck Ghee division of Ang Mo Kio GRC since 1991, and previously Teck Ghee SMC between 1984 and 1991. Born in Singapore during British colonial rule, Lee is the eldest son of Singapore's first prime minister, Lee Kuan Yew. Public Housing In Singapore
Public housing in Singapore is subsidised, built and managed by the Government of Singapore. Starting in the 1930s, the country's first public housing was built by the Singapore Improvement Trust (SIT) in a similar fashion to contemporaneous British public housing projects, and housing for the resettlement of squatters was built from the late 1950s. In the 1960s, under the SIT's successor the Housing and Development Board (HDB), public housing consisting of small units with basic amenities was constructed as quickly and cheaply as possible at high densities, and was used for resettlement schemes.
