Richmond Parkway (originally Richmond Bypass) is an arterial road connecting Interstate 580 and Interstate 80 through Richmond, California. The road allows drivers traveling between Marin County (to the west) and Solano County (to the north) to bypass central Richmond. History The original idea for Richmond Parkway came from a state proposal for State Route 93 in the early 1980s. When the state did not implement the plan, local officials assembled $200 million in state and local funds to fund a road largely following the same route as proposed Route 93, which was built in the 1990s. It runs into San Pablo Bay. It is sometimes called Hilltop Creek. The creek is supported by two springs, two separate legs which join into Garrity Creek in El Sobrante, California. The basin feeding this watershed was, for hundreds of years, a sacred fishing and hunting site for the Huchiun Band of the Native Ohlone at Garrity Creek & Along San Pablo Bay. Garrity Creek was a highly prized and sacred site because it provided food; acorns from tanbark, valley, coast and live oak trees, as well as buckeye trees. The Huchiun also harvested seeds, berries, greens, nuts and roots in the basin and would travel along Garrity Creek to fish for steelhead, salmon and sturgeon that swam up Garrity Creek to spawn. Hilltop Horizon, formerly known as Hilltop Mall, East Bay Science and Technology Center and The Shops At Hilltop, was a regional shopping center in the Hilltop neighborhood of Richmond, California. Hilltop is managed and co-owned by Prologis, Inc. The anchor store is Walmart. There are 3 vacant anchor stores that were once Macy's, JCPenney and Sears. History Hilltop Mall opened in September 1976, built on land previously occupied by an oil storage tank farm owned by the Chevron Corporation. The mall was developed by A.
