Henrique Pereira Rosa
Henrique Pereira Rosa (18 January 1946 – 15 May 2013) was a Bissau-Guinean politician who served as interim President of Guinea-Bissau from 2003 to 2005. He was born in 1946 in Bafatá. Interim President of Guinea-Bissau Rosa served as the interim President of Guinea-Bissau from 28 September 2003 until 1 October 2005. His appointment came following a military coup that deposed the elected government of President Kumba Ialá on 14 September, and subsequent talks between political officials, civil society leaders, and the Military Committee for the Restitution of Constitutional and Democratic Order, led by Veríssimo Correia Seabra. The main goal of the Rosa-led caretaker government was to administer elections that would return the country to constitutional, democratic rule. This was achieved in March 2004 with the holding of a free and fair legislative election. A presidential election held in June and July 2005 was also considered democratic and transparent. 2005 Guinea-Bissau Presidential Election
Presidential elections were held in Guinea-Bissau on 19 June 2005, with a second round runoff on 24 July. The elections marked the end of a transition to democratic rule after the previously elected government was overthrown in a September 2003 military coup led by General Veríssimo Correia Seabra. The result was a victory for former President and independent candidate João Bernardo Vieira. Background Following the coup, a civilian government was nominated to oversee the transition and sworn in on 28 September 2003. Henrique Rosa was appointed interim President following talks with military, political, and civil society leaders, while Artur Sanhá of the Party for Social Renewal (PRS) was named Prime Minister. A legislative election, delayed numerous times during the presidency of Kumba Ialá, took place on 28 March 2004. 2004 Guinea-Bissau Legislative Election
Parliamentary elections were held in Guinea-Bissau on 28 March 2004 after repeated postponements caused by political and financial chaos in the country, including a coup d'état that overthrew President Kumba Ialá in September 2003. The former ruling party, the African Party for the Independence of Guinea and Cape Verde (PAIGC), won the largest number of seats, but did not obtain a majority. Former President Yala's party, the Party for Social Renewal (PRS), came second with 35 seats. The PAIGC reached an agreement with the PRS for its legislative support (a previous attempt at reaching a deal with the United Social Democratic Party, which won 17 seats, failed), and in May 2004 the new parliament was sworn in, with PAIGC leader Carlos Gomes Júnior becoming Prime Minister.

Caretaker Government
A caretaker government is a temporary ''ad hoc'' government that performs some governmental duties and functions in a country until a regular government is elected or formed. Depending on specific practice, it usually consists of either randomly selected or approved members of parliament or outgoing members until their dismissal. Caretaker governments in representative democracies are usually limited in their function, serving only to maintain the '' status quo'', rather than truly govern and propose new legislation. Unlike the government it is meant to temporarily replace, a caretaker government does not have a legitimate mandate (electoral approval) to exercise aforementioned functions. Definition Caretaker governments may be put in place when a government in a parliamentary system is defeated in a motion of no confidence, or in the case when the house to which the government is responsible is dissolved, to be in place for an interim period until an election is held and a new ...
