Grey-zone Operations
The grey-zone (also grey zone, gray zone, and gray-zone) describes the space in between peace and war in which state and non-state actors engage in competition. Definition Use of the term ''grey-zone'' is widespread in national security circles, but there is no universal agreement on the definition of ''grey-zone'', or even whether it is a useful term, with views about the term ranging from "faddish" or "vague", to "useful" or "brilliant". The grey-zone is defined as "competitive interactions among and within state and non-state actors that fall between the traditional war and peace duality." by the United States Special Operations Command. A key element of operations within the grey-zone is that they remain below the threshold of an attack which could have a legitimate conventional military response (jus ad bellum). One paper defined it as "coercive statecraft actions short of war", and a "mainly non-military domain of human activity in which states use national resources to de ...

Peace
Peace is a concept of societal friendship and harmony in the absence of hostility and violence. In a social sense, peace is commonly used to mean a lack of conflict (such as war) and freedom from fear of violence between individuals or groups. Throughout history, leaders have used peacemaking and diplomacy to establish a type of behavioral restraint that has resulted in the establishment of regional peace or economic growth through various forms of agreements or peace treaties. Such behavioral restraint has often resulted in the reduced conflict, greater economic interactivity, and consequently substantial prosperity. "Psychological peace" (such as peaceful thinking and emotions) is perhaps less well defined, yet often a necessary precursor to establishing "behavioural peace." Peaceful behaviour sometimes results from a "peaceful inner disposition." Some have expressed the belief that peace can be initiated with a certain quality of inner tranquility that does not depend upo ...

Chinese Salami Slicing Strategy
China's salami slicing (; Robert BarnettChina Is Building Entire Villages in Another Country’s Territory Foreign Policy, 7 May 2021.) is a strategy by which the government of China uses small provocations, none of which would constitute a '' casus belli'' by itself, but cumulatively produce a much larger action or result in China's favor which would have been difficult or unlawful to perform all at once. In 1996, a United States Institute of Peace report on the territorial disputes in the South China Sea wrote, " analysts point to Chinese "salami tactics," in which China is said to test the other claimants through aggressive actions, then back off when it meets significant resistance." The term "salami slice strategy" has been used to describe policies that incrementally improve China's foreign policy position.

Proxy War
A proxy war is an armed conflict between two states or non-state actors, one or both of which act at the instigation or on behalf of other parties that are not directly involved in the hostilities. In order for a conflict to be considered a proxy war, there must be a direct, long-term relationship between external actors and the belligerents involved. The aforementioned relationship usually takes the form of funding, military training, arms, or other forms of material assistance which assist a belligerent party in sustaining its war effort. History During classical antiquity and the Middle Ages, many non-state proxies were external parties that were introduced to an internal conflict and aligned themselves with a belligerent to gain influence and to further their own interests in the region. Proxies could be introduced by an external or local power and most commonly took the form of irregular armies which were used to achieve their sponsor's goals in a contested region. Some m ...

Gunboat Diplomacy
In international politics, the term gunboat diplomacy refers to the pursuit of foreign policy objectives with the aid of conspicuous displays of naval power, implying or constituting a direct threat of warfare should terms not be agreeable to the superior force. Etymology The term "gunboat diplomacy" comes from the nineteenth-century period of imperialism, when Western powersfrom Europe and the United Stateswould intimidate other, less powerful entities into granting concessions through a demonstration of Western superior military capabilities, usually represented by their naval assets. A coastal country negotiating with a Western power would notice that a warship or fleet of ships had appeared off its coast. The mere sight of such power almost always had a considerable effect, and it was rarely necessary for such boats to use other measures, such as demonstrations of firepower. A notable example of gunboat diplomacy, the Don Pacifico affair in 1850, saw the British Foreig ...

By combining kinetic operations with subversive efforts, the aggressor intends to avoid attribution or retribution. Definition There is no universally-accepted definition of hybrid warfare; some debate whether the term is useful at all. Some argue th ...

Plausible Deniability
Plausible deniability is the ability of people, typically senior officials in a formal or informal chain of command, to denial, deny knowledge of or responsibility for any damnable actions committed by members of their organizational hierarchy. They may do so because of a lack or absence of evidence that can confirm their participation, even if they were personally involved in or at least willful blindness, willfully ignorant of the actions. If illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such acts to insulate themselves and Blame#Blame shifting, shift the blame onto the agents who carried out the acts, as they are confident that their doubters will be unable to prove otherwise. The lack of evidence to the contrary ostensibly makes the denial plausible (credible), but sometimes, it makes any accusations only cause of action, unactionable. The term typically implies forethought, such as intentionally setti ...

National Security
National security, or national defence, is the security and defence of a sovereign state, including its citizens, economy, and institutions, which is regarded as a duty of government. Originally conceived as protection against military attack, national security is widely understood to include also non-military dimensions, including the security from terrorism, minimization of crime, economic security, energy security, environmental security, food security, and cyber-security. Similarly, national security risks include, in addition to the actions of other nation states, action by violent non-state actors, by narcotic cartels, and by multinational corporations, and also the effects of natural disasters. Governments rely on a range of measures, including political, economic, and military power, as well as diplomacy, to safeguard the security of a nation state. They may also act to build the conditions of security regionally and internationally by reducing transnational caus ...

An information technology system (IT system) is generally an information system, a communications system, or, more specifically speaking, a computer system — including all hardware, software, and peripheral equipment — operated by a limited group of IT users. Although humans have been storing, retrieving, manipulating, and communicating information since the earliest writing systems were developed, the term ''information technology'' in its modern sense first appeared in a 1958 article published in the ''Harvard Business Review''; authors Harold J. Leavitt and Thomas L. Whisler commented that "the new technology does not yet have a single established name. We shall call it information technology (IT)." Their definition consists of three categories: techniques for pro ...
