Palmerston is a planned satellite city of Darwin, the capital and largest city in Australia's Northern Territory. The city is situated approximately 20 kilometres from Darwin and 10 kilometres from Howard Springs and the surrounding rural areas. The Litchfield Council is a local government area of the Northern Territory of Australia on the eastern and southeastern outskirts of the Darwin-Palmerston urban area. The municipality covers an area of , and was created by the Northern Territory government on 6 September 1985. Goyder is an electoral division of the Legislative Assembly in Australia's Northern Territory. It was first created in 1990, and is named after George Goyder, the South Australian surveyor responsible for carrying out the first freehold surveys in the area. Goyder encompasses large rural areas south of Darwin, covering 9,770 km², and taking in the towns of Bees Creek, Cox Peninsula, Virginia, Marlows Lagoon and parts of Berry Springs and Humpty Doo. When first created, it was even larger extending south to Pine Creek and east to Jabiru and the whole of Kakadu National Park. There were 5,583 people enrolled in the electorate as of August 2020. Howard Springs, Northern Territory
Howard Springs is a locality in the Northern Territory. It is SE of the Darwin CBD. Its local government area is the Litchfield Municipality. The suburb is mostly a rural area, but has been experiencing strong growth in population and development. From 2020, it has housed a major quarantine facility. Early history European settlement of the area began in 1864. The stream which commenced with a spring was named for Frederick Howard in 1865 by the survey party of B. T. Finniss. Howard was the captain of a schooner and a hydrographer. Although first examined in 1921, Howard Springs in 1939 became the first major water supply area to service Darwin, at one time also known as Worgan Springs. Discharge was calculated to be every twenty-four hours. Later Manton Dam supplied water to Darwin with the onset of World War 2, but now most of Darwin's water supply comes from Darwin River Dam. The locality consists of land bounded to the east by the Adelaide River and in part to the north by the Clarence Strait. This locality is named after Koolpinyah Station, a pastoral lease established on land now partly included in the locality in 1908 by Evan and Oscar Herbert, the sons of Charles Edward Herbert, a judge, a politician and a former Government Resident of the Northern Territory. The name is ultimately derived from "Gulpinyah", the aboriginal name for a waterhole located near the station’s homestead. Its boundaries and name were gazetted on 4 April 2007.
