Manuel Noveno Mamba Sr. (born August 19, 1958) is a Filipino politician who is the current provincial governor of Cagayan. He was elected to the House of Representatives of the Philippines, representing the 3rd District of Cagayan. First elected in 1995, he was re-elected in 2001, 2004, and 2007. He was also a municipal mayor of Tuao, Cagayan, from 1988 to 1995. He also served as the Presidential Legislative Liaison Officer. Personal life He is a son of the late Congressman Francisco K. Daniel Tria Tirona (born Daniel Tirona y Tria July 22, 1864 — September 2, 1939) was a Filipino politician. The siege at Hotel Delfino (Filipino: ''Pagkubkob sa Hotel Delfino'', Ilocano: ''Sitio ti Hotel Delfino'') in Tuguegarao, Cagayan in the Philippines, took place on March 4, 1990. A private army estimated at 300 men seized the hotel under the command of suspended Cagayan governor Rodolfo "Agi" Aguinaldo, a fierce critic of the administration of President Corazon Aquino and the Communist insurgency in the Philippines.
