The Gangmasters and Labour Abuse Authority (GLAA) is the foremost intelligence and investigative agency for labour exploitation in the UK. The Modern Slavery Act 2015 is an Act of the Parliament of the United Kingdom. It is designed to combat modern slavery in the UK and consolidates previous offences relating to human trafficking, trafficking and slavery. Though statistics are disputed, there are currently between half a million and one and a half million agency workers in the UK, and probably over 17,000 agencies. As a result of judge made law and absence of statutory protection, agency workers have more flexible pay and working conditions than permanent staff covered under the Employment Rights Act 1996. For most of the 20th century, employment agencies were quasi-legal entities in international law. The International Labour Organization in many Conventions called on member states to abolish them. Temporary Labour Working Group
The Temporary Labour Working Group was a UK industry consortium set up to establish a set of minimum standards for employment agencies working in agriculture and horticulture. It was founded in September 2002, convened by the Ethical Trading Initiative and managed by Impactt Limited. It led to the passing of the Gangmasters (Licensing) Act 2004 and the formation of the Gangmasters Licensing Authority. It produced a code of practice concerned with illegal and unsafe working. It states that "It is well known that some labour providers act illegally, by for example employing illegal workers, evading tax and not paying the minimum wage." Employment agencies (called "labour providers") were audited to check on actual working conditions. Although signing up to the code was voluntary the Association of Labour Providers made it a requirement of membership and the Fresh Produce Consortium and the National Farmers Union recommended it.
