The Federal Office of Civil Aviation (FOCA, german: Bundesamt für Zivilluftfahrt; french: Office fédéral de l'aviation civile; it, Ufficio federale dell'aviazione civile) is the Swiss civil aviation agency, a division of the Federal Department of Environment, Transport, Energy and Communications. Its head office is in Bern, and it has an office at Zurich Airport. It is within the Federal Department of Environment, Transport, Energy and Communications responsible for the regulation and oversight of civil aviation. This includes personnel (air traffic controllers and pilots, among others), aircraft (including hot air balloons) and infrastructure (mainly airports). In addition, FOCA supports the international contacts of Switzerland in the field of aviation, such as the numerous air services agreements with other states. Payerne Airport is a military airfield of the Swiss Air Force north of Payerne in Switzerland, located approximately halfway between Lausanne and Bern. Skyguide (Swiss Air Navigation Services Ltd.) is an air navigation service provider which manages and monitors Swiss airspace. The company, which was formerly known as Swisscontrol, changed its name to skyguide (officially written lower-case) in 2001. Skyguide is a joint-stock company under Swiss private law which is responsible, on behalf of the Swiss Confederation, for ensuring the safety of all Swiss airspace and of adjoining airspace areas in Germany, Austria, France and Italy that have been delegated to its control. The ASK 21 is a glass-reinforced plastic (GRP) two-seat glider aircraft with a T-tail. The ASK 21 is designed primarily for beginner instruction, but is also suitable for cross-country flying and aerobatic instruction. Design and development The ASK 21 was designed by Rudolf Kaiser to replace the popular ASK 13, providing a modern two-seat aircraft bridging the gap between initial training and single-seat performance flying. Swiss Air-Rescue (German: ''Schweizerische Rettungsflugwacht'', French: ''Garde aérienne suisse de sauvetage'', Italian: ''Guardia aerea svizzera di soccorso'', Rega) is a private, non-profit air rescue service that provides emergency medical assistance in Switzerland and Liechtenstein. Rega was established on 27 April 1952 by Dr Rudolf Bucher, who believed the Swiss rescue organization needed a specialized air sub-section. Rega mainly assists with mountain rescues, though it will also operate in other terrains when needed, most notably during life-threatening emergencies.
