Friedrich Hillegeist
Friedrich Hillegeist (21 February 1895 – 3 December 1973) was an Austrian politician. Life After attending the Academy of Commerce from 1913 to 1929, Hillegeist worked as a Clerk at Siemens-Schuckert in Vienna. From 1929 he was secretary of the Federation of industry employees in Austria. In 1934 he was a recruiter for small life insurance with the insurance company Phoenix. During the period of National Socialism, he was detained for 14 months, from 1 September 1939 until the end of April 1940, in the Buchenwald concentration camp. After World War II, Hillegeist committed again to the union movement: he became Chairman of employees Insurance Institution in 1948, President of the International Federation of Commercial in 1955, and Vice-President of the Austrian Trade Union Federation and President of the Federation of Austrian Social Insurance Institutions in 1959. It is divided into 15 classes and is the highest award in the Austrian national honours system. It initially had ten grades; later, it was expanded to sixteen grades. It was replaced in 1934 by the Austrian Order of Merit (''Österreichischer Verdienstorden''). James Young (1 October 1887 – 16 July 1975) was a Scottish trade unionist and politician. Young grew up in Edinburgh and attended George Heriot's School. He completed an apprenticeship as an engineer and draughtsman with Brown Brothers, working there until 1918, when he relocated to Glasgow. He joined the Association of Engineering and Shipbuilding Draughtsmen (AESD), and served as its full-time assistant general secretary from 1920, also serving on the executive of the Labour Research Department. The Union of Private Sector Employees (german: Gewerkschaft der Privatangestellten, GPA) was a trade union representing white collar workers in Austria. The union was founded in 1945 by the Austrian Trade Union Federation. It became the largest affiliate of the federation in 1978, and by 1998, it had 298,044 members. The National Council (german: Nationalrat) is one of the two houses of the Austrian Parliament and is frequently referred to as the lower house. The constitution endows the National Council with far more power than the Federal Council. Responsibilities The National Council is where Austria's federal legislative authority is concentrated; for a bill to become federal law, it must be resolved upon by this chamber. Bills passed by the National Council are sent to the Federal Council for corroboration. If the Federal Council approves of the bill or simply does nothing for eight weeks, the bill has succeeded.
