European Training Strategy
The European Training Strategy (ETS) of the European Commission outlines findings, objectives, and measures to sustain the quality and recognition of youth work in Europe. It was introduced as part of the European Union's YOUTH programme (2000-2006) and is revised regularly in accordance with new youth programmes going into effect. The most recent version adapts to Erasmus+, covering the time period between 2014 and 2020. Conceptual Framework The current version of the ETS is closely associated with a 2009 resolution by the Council of the European Union that describes the "renewed framework for European cooperation in the youth field". European Commission
The European Commission (EC) is the primary Executive (government), executive arm of the European Union (EU). Youth Work
Youth work is a community support activity aimed at older children and adolescents. Depending upon the culture and the community, different services and institutions may exist for this purpose. In general, it provides an environment where young people can engage in informal educational activities. Throughout the United Kingdom, United States, and Canada, youth work is "to facilitate personal, educational, and social development." Through participative activities and coordinated programs, it seeks to enable young people in "gaining a voice, influence, and place in society in a period of their transition from dependence to independence." Erasmus+
Erasmus+ is the European Commission's programme for education, training, youth, and sport for the 2021–2027 period, succeeding the previous programme (2014–2020). As an integrated programme, Erasmus+ offers more opportunities for the mobility of learners and staff and cooperation across the education, training, and youth sectors and is easier to access than its predecessors, with simplified funding rules and a structure that aims to streamline the administration of the programme. Capacity Building
Capacity building (or capacity development, capacity strengthening) is the improvement in an individual's or organization's facility (or capability) "to produce, perform or deploy". The terms capacity building and capacity development have often been used interchangeably, although a publication by Development Assistance Committee, OECD-DAC stated in 2006 that capacity development was the preferable term. Since the 1950s, international organizations, governments, non-governmental organizations (NGOs) and communities use the concept of capacity building as part of "Socioeconomics, social and economic development" in national and subnational plans. Level of analysis is used in the social sciences to point to the location, size, or scale of a research target. It is distinct from unit of observation in that the former refers to a more or less integrated set of relationships while the latter refers to the distinct unit from which data have been or will be gathered.
