Ankara ( , ; ), historically known as Ancyra and Angora, is the capital of Turkey. Located in the central part of Anatolia, the city has a population of 5.1 million in its urban center and over 5.7 million in Ankara Province, making it Turkey's second-largest city after Istanbul. Liu Shaobin (; born August 1963) is a Chinese diplomat, currently serving as Chinese Ambassador to Turkey. Early life and education Liu was born in August 1963, and graduated from the Department of Japanese, Wuhan University. The People's Republic of China has the largest diplomatic network in the world, representing the country's significant economic, commercial, political, cultural, and military links around the world. For over fifty years the PRC has been competing with the Republic of China for diplomatic recognition in the international community. Until the 1970s, most countries in the world recognized the Republic of China instead of the People's Republic of China.
