Elmar Truu (also Elmar-Johannes Truu; born 19 August 1942 in Vastseliina Parish, Võru County) is an Estonian politician and sports pedagogue. He was a member of VIII Riigikogu. In 2014, Truu succeeded Rein Randver Rein Randver (born 24 June 1956 in Lüllemäe) is an Estonian politician. Võru County
Võru County ( et, Võru maakond or ''Võrumaa''; vro, Võro maakund) is a county in southern Estonia. It is bordered by Valga County and Põlva County and is the only Estonian county bordering two countries - Latvia (Alūksne Municipality and Ape Municipality) in the south and Russian Federation (Pskov Oblast) in the east. The territory of Võrumaa covers and is influenced by a temperate seasonal climate. In January 2013 Võru County had a population of 32,806, 2.5% of the total population in Estonia.
