El Biar (from Arabic "الأبيار", meaning "The Wells") is a suburb of Algiers, Algeria. It is located in the administrative constituency of Bouzaréah in the Algiers Province. Algiers

Saïd Bouteflika
Saïd Bouteflika ( ar, سعيد بوتفليقة; ber, ⵙⵄⵉⴷ ⴰⵠⵓⵜⴼⵉⵇⴰ; born January 1958) is an Algerian politician and academic. He is the brother and was a special adviser of Abdelaziz Bouteflika in his former role as President of Algeria, on whom he would have had "considerable influence", especially after the president suffered a serious stroke in 2013. He was also an assistant professor at the University of Science and Technology Houari Boumediene (USTHB). Moïse Kapenda Tshombe (sometimes written Tshombé) (10 November 1919 – 29 June 1969) was a Congolese businessman and politician. He served as the president of the secessionist State of Katanga from 1960 to 1963 and as prime minister of the Republic of the Congo (Léopoldville), Democratic Republic of the Congo from 1964 to 1965. Abderrahmane Soukane (13 September 1936 – 5 July 2015) was an Algerian footballer who played as a striker. Biography Soukane was born in 1936 in El Biar, Algiers, Algeria. Nicknamed Soukane II, he started his playing career in the junior ranks of JS El Biar. At the age of 20, he joined French club Le Havre AC, playing with the club for 8 seasons. He helped the team reach the top flight of French football in 1959, winning the Division 2 Championship. However, after three seasons, Le Havre was relegated again to the second division. Soukane stayed with the club until 1964, when the professional section of the club was disbanded.
