E-Government In Russia
E-government (short for electronic government) is the use of technological communications devices, such as computers and the Internet, to provide public services to citizens and other persons in a country or region. E-government offers new opportunities for more direct and convenient citizen access to government and for government provision of services directly to citizens. The term consists of the digital interactions between a citizen and their government (C2G), between governments and other government agencies (G2G), between government and citizens (G2C), between government and employees (G2E), and between government and businesses/commerces (G2B). E-government delivery models can be broken down into the following categories:Jeong Chun Hai @Ibrahim. (2007). ''Fundamental of Development Administration.'' Selangor: Scholar Press. This interaction consists of citizens communicating with all levels of government (city, state/province, national, and international), facilita ... Information And Communications Technology
Information and communications technology (ICT) is an extensional term for information technology (IT) that stresses the role of unified communications and the integration of telecommunications (telephone lines and wireless signals) and computers, as well as necessary enterprise software, middleware, storage and audiovisual, that enable users to access, store, transmit, understand and manipulate information. ICT is also used to refer to the convergence of audiovisuals and telephone networks with computer networks through a single cabling or link system. There are large economic incentives to merge the telephone networks with the computer network system using a single unified system of cabling, signal distribution, and management. ICT is an umbrella term that includes any communication device, encompassing radio, television, cell phones, computer and network hardware, satellite systems and so on, as well as the various services and appliances with them such as video conferencing and ... Computing Platform
A computing platform or digital platform is an environment in which a piece of software is executed. It may be the hardware or the operating system (OS), even a web browser and associated application programming interfaces, or other underlying software, as long as the program code is executed with it. Computing platforms have different abstraction levels, including a computer architecture, an OS, or runtime libraries. A computing platform is the stage on which computer programs can run. A platform can be seen both as a constraint on the software development process, in that different platforms provide different functionality and restrictions; and as an assistant to the development process, in that they provide low-level functionality ready-made. For example, an OS may be a platform that abstracts the underlying differences in hardware and provides a generic command for saving files or accessing the network. Components Platforms may also include: * Hardware alone, in the cas ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Tracking System
A tracking system, also known as a locating system, is used for the observing of persons or objects on the move and supplying a timely ordered sequence of location data for further processing. It is important to be aware of human tracking, further details are listed below. Applications A myriad of tracking systems exists. Some are 'lag time' indicators, that is, the data is collected after an item has passed a point for example a bar code or choke point or gate. Others are 'real-time' or 'near real-time' like Global Positioning Systems (GPS) depending on how often the data is refreshed. There are bar-code systems which require items to be scanned and automatic identification (RFID auto-id). For the most part, the tracking worlds are composed of discrete hardware and software systems for different applications. That is, bar-code systems are separate from Electronic Product Code (EPC) systems, GPS systems are separate from active real time locating systems or RTLS for exampl ... Closed-circuit Television
Closed-circuit television (CCTV), also known as video surveillance, is the use of video cameras to transmit a signal to a specific place, on a limited set of monitors. It differs from broadcast television in that the signal is not openly transmitted, though it may employ point-to-point (P2P), point-to-multipoint (P2MP), or mesh wired or wireless links. Even though almost all video cameras fit this definition, the term is most often applied to those used for surveillance in areas that require additional security or ongoing monitoring (Videotelephony is seldom called "CCTV"). Surveillance of the public using CCTV is common in many areas around the world. In recent years, the use of body worn video cameras has been introduced as a new form of surveillance, often used in law enforcement, with cameras located on a police officer's chest or head. Video surveillance has generated significant debate about balancing its use with individuals' right to privacy even when in public. ... Bluetooth
Bluetooth is a short-range wireless technology standard that is used for exchanging data between fixed and mobile devices over short distances and building personal area networks (PANs). In the most widely used mode, transmission power is limited to 2.5 milliwatts, giving it a very short range of up to . It employs UHF radio waves in the ISM bands, from 2.402GHz to 2.48GHz. It is mainly used as an alternative to wire connections, to exchange files between nearby portable devices and connect cell phones and music players with wireless headphones. Bluetooth is managed by the Bluetooth Special Interest Group (SIG), which has more than 35,000 member companies in the areas of telecommunication, computing, networking, and consumer electronics. The IEEE standardized Bluetooth as IEEE 802.15.1, but no longer maintains the standard. The Bluetooth SIG oversees development of the specification, manages the qualification program, and protects the trademarks. A manufacturer must meet ... Multimedia Messaging System
Multimedia Messaging Service (MMS) is a standard way to send messages that include multimedia content to and from a mobile phone over a cellular network. Users and providers may refer to such a message as a PXT, a picture message, or a multimedia message. The MMS standard extends the core SMS (Short Message Service) capability, allowing the exchange of text messages greater than 160 characters in length. Unlike text-only SMS, MMS can deliver a variety of media, including up to forty seconds of video, one image, a slideshow of multiple images, or audio. The most common use involves sending photographs from camera-equipped handsets. Media companies have utilized MMS on a commercial basis as a method of delivering news and entertainment content, and retailers have deployed it as a tool for delivering scannable coupon codes, product images, videos, and other information. The 3GPP and WAP groups fostered the development of the MMS standard, which is now continued by the Open Mobile ... Short Message Service
Short Message/Messaging Service, commonly abbreviated as SMS, is a text messaging service component of most telephone, Internet and mobile device systems. It uses standardized communication protocols that let mobile devices exchange short text messages. An intermediary service can facilitate a text-to-voice conversion to be sent to landlines. SMS technology originated from radio telegraphy in radio memo pagers that used standardized phone protocols. These were defined in 1986 as part of the Global System for Mobile Communications (GSM) series of standards.GSM Doc 28/85 "Services and Facilities to be provided in the GSM System" rev2, June 1985 The first SMS message was sent on 3 December 1992, when Neil Papworth, a test engineer for Sema Group, sent "Merry Christmas" to the Orbitel 901 phone of colleague Richard Jarvis. SMS rolled out commercially on many cellular networks that decade and became hugely popular worldwide as a method of text communication. By the end of 2010, SMS ... Personal Digital Assistant
A personal digital assistant (PDA), also known as a handheld PC, is a variety mobile device which functions as a personal information manager. PDAs have been mostly displaced by the widespread adoption of highly capable smartphones, in particular those based on iOS and Android. A PDA has an electronic visual display. Most models also have audio capabilities, allowing usage as a portable media player, and also enabling many of them to be used as telephones. Nearly all modern PDAs can access the Internet, intranets or extranets via Wi-Fi or Wireless WANs, letting them include a web browser. Sometimes, instead of buttons, PDAs employ touchscreen technology. The first PDA, the Organiser, was released in 1984 by Psion, followed by Psion's Series 3, in 1991. The latter began to resemble the more familiar PDA style, including a full keyboard. The term ''PDA'' was first used on January 7, 1992 by Apple Inc. Telephone
A telephone is a telecommunications device that permits two or more users to conduct a conversation when they are too far apart to be easily heard directly. A telephone converts sound, typically and most efficiently the human voice, into electronic signals that are transmitted via cables and other communication channels to another telephone which reproduces the sound to the receiving user. The term is derived from el, τῆλε (''tēle'', ''far'') and φωνή (''phōnē'', ''voice''), together meaning ''distant voice''. A common short form of the term is ''phone'', which came into use early in the telephone's history. In 1876, Alexander Graham Bell was the first to be granted a United States patent for a device that produced clearly intelligible replication of the human voice at a second device. This instrument was further developed by many others, and became rapidly indispensable in business, government, and in households. The essential elements of a telephone are a ... Open Data
Open data is data that is openly accessible, exploitable, editable and shared by anyone for any purpose. Open data is licensed under an open license. The goals of the open data movement are similar to those of other "open(-source)" movements such as open-source software, hardware, open content, open specifications, open education, open educational resources, open government, open knowledge, open access, open science, and the open web. The growth of the open data movement is paralleled by a rise in intellectual property rights. The philosophy behind open data has been long established (for example in the Mertonian tradition of science), but the term "open data" itself is recent, gaining popularity with the rise of the Internet and World Wide Web and, especially, with the launch of open-data government initiatives such as Data.gov, Data.gov.uk and Data.gov.in. Open data can be linked data - referred to as linked open data. One of the most important forms of open data is o ...
