David S. C. Chu
David S. C. Chu ( 朱 思 九; pinyin: Zhū Sījiǔ; born May 28, 1944) is a retired American civil servant and consultant. He was born in New York, New York on May 28, 1944. He served as the President and CEO of the non-profit Institute for Defense Analyses from 2009 to 2019. From 2001 to 2008, he served as Under Secretary of Defense for Personnel and Readiness in the George W. Bush administration. The under secretary of defense for personnel and readiness, or USD (P&R) is a high-ranking civilian position in the Office of the Secretary of Defense (OSD) within the United States Department of Defense responsible for advising the secretary and deputy secretary of defense on recruitment, career development, pay and benefits, and oversight of the state of military readiness. Hanyu Pinyin (), often shortened to just pinyin, is the official romanization system for Standard Mandarin Chinese in China, and to some extent, in Singapore and Malaysia.
